City Retains Internal Affairs Investigator
As the community is already aware, the City of Davis is undertaking a citizen’s complaint/internal affairs investigation into the Picnic Day 2017 incident involving three Davis police officers and the arrest of five individuals on various felony charges. After reviewing investigator candidates with the Police Community Advisory Board (CAB), the City Attorney’s Office has retained McGregor Scott to conduct an Internal Affairs Investigation into the conduct of the involved officers to determine whether there was any misconduct and whether any changes to departmental policy and/or training are warranted.
Mr. Scott is a partner with Orrick, Herrington, and Sutcliffe, LLP and a former United States Attorney for the Eastern District of California and District Attorney for Shasta County. Mr. Scott will immediately begin the internal investigation and will have access to all evidence relating to this incident, along with full access to any members of the Davis Police Department that are needed to conduct the internal investigation. When the investigation has been completed, the City and the Police Department will take appropriate action consistent with findings and recommendations resulting from the independent review.
