Drummond/Cowell/Chiles Roundabout Improvements

 

The Drummond/Cowell/Chiles Roundabout Improvement project represents comprehensive improvements to the existing four way stop intersection of Cowell Boulevard, Chiles Road and Drummond Avenue in South Davis. The primary objective of the project is to improve the traffic flow and safety of the intersection to provide a safe and efficient circulation system by increasing the efficient movement and safety of traffic.

 

The scope of work includes removal and installation of the street section at the intersection, installation of a roundabout, pedestrian/bike path and sidewalk improvements, street light improvements, landscape and irrigation replacement.  Once completed the intersection will move traffic safely and more efficiently through the neighborhood.  

 

Project work has started with staking the area and minor construction activities will continue through September 29th.  The intersection will need to be closed to construct the roundabout.  It is anticipated that the closure will occur early to mid-October and will continue through December.

 

Detours will be in place during the construction period to direct traffic around the intersection, which includes a temporary asphalt road bypass to the north of the intersection.  The detour will be open 24 hours per day. 

 

For traffic traveling north on Drummond Avenue, traffic will be detoured West down Albany Avenue then South on Arnold Street to Lillard Drive. Residents entering the neighborhood from the East can connect from Cowell Boulevard  then South to Ohlone Street to Lillard Drive.

 

Based on traffic counts, it is anticipated that the majority of traffic will use the bypass rather than the residential streets, for through traffic. Electronic message boards will be positioned on the street with detour information, as well.  The changeable message signs should help warn those that use Cowell/Chiles to bypass I-80. To keep disruptions to a minimum, the City is requiring the contractor to perform the work during the hours of 7am-5pm Monday-Friday and maintain dust and noise mitigation measures.

 

Background/History

The South Davis Specific Plan (adopted in 1987 and revised in 1989), identified the Cowell/Chiles/Drummond intersection as a location needing traffic control devices to safely and effectively control the movement of traffic. The intersection is currently controlled by all-way stop signs. The Specific Plan recognized the need for a more efficient solution as the General Plan build-out progressed. At the time, the solution was identified as a traffic signal. Subsequent to the Specific Plan adoption, staff has identified this location as an appropriate intersection for a roundabout. 

 

After initial design was largely complete in 2011/12, the project was delayed due to coordination with the New Harmony and Villages at Willowcreek developments to the southwest and southeast of the intersection, respectively. Development contributions helped fund the project and the City conditioned the developers to design the development frontage improvements to be consistent with the Roundabout design. The project was funded again in the fiscal year 2016/17, and 2017/18 budgets. The project was advertised in April of 2017. Bid opening was July 20, 2017. Two bids were received and the project was awarded to the low bidder, Ghilotti Construction Company.
