Cannery Park Project City Review Update

March 27, 2012. Scoping meeting held at the Veteran's Memorial Center for comments and input on the proposed Draft Environmental Impact Report being prepared for the project.

March 9, 2012. Notice of Preparation (NOP) of a Draft Environmental Impact Report was filed and provided a 30-day period for comments and public input on the scope and content of the environmental analysis of the project.

February 7, 2012. The City Council received an overview of the recently submitted project description and provided direction to staff on undertaking next steps of EIR preparation and project evaluation.

October 26, 2010. The City Council directed staff to proceed with processing of the Cannery Park application. The City Council further directed that the business park component of the project be approximately 20 acres, and that an equal weight business park EIR alternative not be pursued.

December 9, 2010. The City held its first introductory community outreach meeting on the application. Since that meeting, City staff have been actively engaged in reviewing the proposal and providing preliminary feedback to the applicant. Specific topics of these discussions have included: land use mix, site planning, parks, greenbelts, utility and drainage infrastructure, bicycle and pedestrian circulation, vehicle circulation, neighborhood "feel", sustainability, and ag buffers, amongst others. The applicant has also been conducting further research of the site opportunities and constraints.

The applicant is actively working on site plan revisions and updates to the application in response to these discussions. The next community meeting, scheduled for February 28th, will provide an opportunity for the city staff and applicant to share what discussions have been taking place and to present an updated plan proposal. As the updated plan is an evolving document, no formal revised plan has been submitted to the City as of yet. However, the presentation on the 28th will be posted to this web site the following day.

Principles of Application Review (Adopted by the City Council Oct. 2010)

1. Address Community Needs

  1. Housing (numbers, type/size, price)
  2. Business development (recognizing appropriate scale, certainty of build-out, downtown and neighborhood center impacts)
  3. Infrastructure to support the project and its role in the community

2. Community Character / Context

  • Design for a sense of place and neighborhood character
  • Walkability / bikeability
  • Quality public and private spaces
  • High architectural standards
  • Recognize and consider the site surroundings. Connectivity to and compatibility with the surrounding community. Plan for, and ensure long term visioning within this context, especially for infrastructure and land uses at the project edges and potential future connectivity/interaction with adjacent lands
  • Honor the history of the site and its role in the Davis community

3. Sustainability / Low Impact Development

  • Ensure minimal GHG impacts at the project level
  • Explore opportunities for reducing the carbon footprint of the existing community
  • Apply Low Impact Development Principles
  • Overall aesthetic quality of the built and natural environment

4. Fiscal Responsibility

  • Ensure project as a whole, as well as components of the project (residential, business park, affordable housing), adhere to City Council fiscal goals and contributes to the city's short and long-term fiscal stability
  • Recognize that the Development Agreement requires mutual considerations and agreement by both the City and applicant

5. Transparency of Process

  • Ensure ready access to proposal documents, reports, and upcoming meetings
  • Community input at appropriate junctures
  • City Council review of project scope prior to embarking on the EIR
  • Clear direction and process
