Effective October 26th, 2016 the Davis Police Department will be using License Plate Reader (LPR) technology to conduct parking enforcement.

How does this affect parking enforcement?
Parking officers will no longer “chalk” tires to enforce time zone parking. The use of LPR technology allows parking officers to enforce parking regulations more quickly and efficiently, which should result in more parking spaces being available for downtown customers, residents and visitors.

How does this affect citation appeals and payment?

The new technology interfaces with an online portal, which means parking citation appeals and payment can be done online at: .

How does this affect parking permits?

In early 2017, the LPR will electronically check license plates to determine whether a vehicle has a valid resident or commuter permit. If you’ve already purchased a parking permit for the year (September 2016 – August 2017), and provided your license information, that information will be loaded into the system and you will continue to have a valid permit. We will send out email notification to those that have purchased permits (or call those without an email address) when the virtual permit system comes online. The annual permit will automatically expire on August 31, 2017 and a new electronic permit will need to be purchased. If you have not purchased a permit, you can do so in person (cash or check only), at the Davis Police Department  at 2600 5th St., Davis, CA.

Please note: If your current parking permit has an expiration date of January 31, 2017, it will continue to be valid until August 31, 2017.

Parking Citation Appeals

You may initiate a Parking Citation Review Request if you believe that your violation did not occur, or that extenuating circumstances existed to warrant the dismissal of the citation.

Generally, parking citations are not dismissed for claims of the following:

  • Lack of intent to violate the law.
  • Shortage of parking spaces, on public or private property.
  • (Illegal) use of parking space inconvenienced no one, even if usage was short in duration.
  • Running late for an appointment, work, class, etc.
  • Unable to leave work, class, etc., to move vehicle in a timed zone.
  • Failure to see properly posted parking signage or painted curbs.
  • Failure to purchase (or renew, upon expiration) City parking permits.
  • Financial hardship (the City does not reduce fines or offer community service in lieu of paying fines).

  • IMPORTANT INFORMATION: If you are submitting a Parking Citation Appeal, do not send in payment at this time. During the appeal process, all payment due dates are temporarily placed on hold pending the outcome of the review. Late charges will not be applied during this time.
