Harriet Steiner graduated from the University of New York at Binghamton with a Bachelors degree in anthropology and the University of New York at Albany with a Masters degree in Library Science. She received her Juris Doctorate degree from McGeorge Schoo l of Law and was valedictorian of her class. Ms. Steiner is a member of the Order of the Coif, a national legal honor society.

Harriet Steiner has been City Attorney of Davis since 1986. Ms. Steiner is a shareholder and a member of McDonough Holland & Allen, a Professional Corporation, in which she specializes in Redevelopment, Public Law and Land Use section, practicing in its Sacramento office. Ms. Steiner specializes in municipal law, land use, environmental law and public financing law.
