| 22.01.010 Definitions. |

For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section: Advertising vehicle. Any vehicle which carries, while in motion or standing, for display to the view of the public upon or along a public street or way, any signs, or any statuary or other advertising objects, symbols or matter; and any vehicle which is especially fitted up to present a grotesque, arresting or unusual appearance for advertising purposes, or for the purpose of attracting the attention of the public upon or along a public street or way. Bicycle. A light vehicle without a motor, having two wheels, handlebars and a seat, and propelled by the operator. The term "bicycle" shall include unicycles also. Central traffic district. All streets and portions of streets within the area described as follows: All that area contained within the following description: Beginning at a point on the west line of the Southern Pacific railroad right-of-way at a point which is also the centerline of 5th Street; then westerly along the centerline of 5th Street to the centerline of F Street; then southerly along the centerline of F Street to the centerline of 4th Street; thence westerly along the centerline of 4th Street to the centerline of C Street; then southerly along the centerline of C Street to the centerline of 3rd Street; then westerly on the centerline of 3rd Street to the centerline of B Street; then southerly along the centerline of B Street to the centerline of 1st Street; then easterly along the centerline of 1st Street to a point on the westerly line of the Southern Pacific railroad right-of-way; then northerly along the westerly line of the Southern Pacific railroad right-of-way to the point of beginning. Holidays. January 1, February 22, May 30, July 4, the first Monday in September, December 25 and Thanksgiving Day. If January 1, February 22, May 30, July 4 or December 25 falls upon a Sunday, the Monday following is a holiday. Loading zone. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. Official time standard. Whenever certain hours are named herein, they shall mean standard time or daylight saving time as may be in current use in this city. Park. To stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials. Parkway. That portion of a street other than a roadway or a sidewalk. Passenger loading zone. The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. Pedestrian. Any person afoot. Police officer. Every officer of the police department of this city, or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. School districts. (a)West Davis School District. Anderson Road between the southerly line of Amherst Drive and the northerly line of Rutgers Drive. (b)High School and Junior High School District. An area bounded on the south by the southerly line of Russell Boulevard extended to the easterly boundary of B Street, thence north along the easterly boundary to the southerly line of 5th Street, thence along the southerly line of 5th Street to its intersection with C Street, thence northerly along the east line of C Street to its intersection with 6th Street, thence westerly along the north line of 6th Street to its intersection with B Street, thence northerly along the east line of B Street to its intersection with 7th Street, thence westerly along the north line of 7th Street to A Street, thence southerly along the west line of A Street to its intersection with Russell Boulevard. (c)Central School District. An area bounded on the south by the southerly line of 3rd Street, on the east by the easterly line of C Street, on the north by the northerly line of 4th Street, and on the west by the westerly line of B Street. (d)North Davis School District. 14th Street between the westerly line of B Street and the easterly line of F Street. (e)East Davis School District. East 8th Street between the westerly line of L Street and the easterly line of North Street extended. (f)Birch Lane School District. Birch Lane between the northerly line of Chapman Place and a parallel line a distance of one thousand feet to the south. (g)High School District. 14th Street between the westerly line of B Street and the westerly line of Oak Avenue. Sound vehicle. Any vehicle which carries or is equipped with any instrument or device, whether or not physically attached to such vehicle, for the production or reproduction of music, spoken words or other sounds, or any loud speaker or other sound amplifying device designed to enlarge the volume or sound produced by any instrument or by the human voice, which instrument or device is used or intended to be used for the purpose of advertising, or calling attention to any article, thing or event, or for the purpose of addressing the public or of attracting the attention of the public, along or upon a public street or way along which such vehicle travels. Stop. When required, means complete cessation of movement. Stop or stand. When prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other trafficor in compliance with the direction of a police officer or official traffic control device. Whenever any words or phrases used in this chapter are not defined herein, but are now defined in the Vehicle Code of the state, such definitions are incorporated herein and shall be deemed to apply to such words and phrases used herein as though set forth herein in full.
