The City of Davis is looking for volunteers to serve as members of the following commissions:

By serving on a city commission, you can participate in local government and help plan the future of Davis. Commissions serve as a conduit for citizen input – a way of gathering, analyzing and recommending options to the City Council. Commissions provide an important avenue for determining the community’s feelings about an issue and extending the reach of the democratic process.

If you are interested in serving on a commission and are a resident of Davis, please fill out an application. Applications may be picked up at the City Clerk’s Office at City Hall, 23 Russell Boulevard, Suite 4, Monday through Friday 8:00 a.m. – 5:00 p.m., downloaded, or call 757-5648 and an application will be mailed or emailed to you. Feel free to include a resume or other information to help the City Council in the selection process. Please be aware that all applications and accompanied documents are considered public information and may be disclosed/released pursuant to the California Public Records Act. Applications are submitted to City Council for appointment at a regular Council meeting; appointments are tentatively scheduled for September 21, 2010.

Application deadline: September 1, 2010

Application deadlines are established to allow City Council time to review the applications thoroughly. Late applications may not be submitted to City Council.

BICYCLE ADVISORY COMMISSION

The Bicycle Advisory Commission works to develop options to achieve the goals of the City’s Comprehensive Bicycle Plan and to encourage use of bicycles for transportation and recreation by promoting bicycle education, safety, enforcement and engineering. Meets the first Monday of each month at 5:30 p.m., Community Chambers, 23 Russell Boulevard.

BUSINESS AND ECONOMIC DEVELOPMENT COMMISSION

The Business and Economic Development Commission works on matters relating to business and economic development. Activities include identification of constraints and incentives to economic development; direction on business recruitment, representation on business outreach visits to existing businesses; education to the community on the importance of economic development appropriate to Davis; and monitoring of sales tax leakage. Meets the fourth Monday of each month at 7:00 p.m., Davis Joint Unified School District Conference Room, 526 B Street.

CITY-UCD STUDENT LIAISON COMMISSION

The City-UCD Student Liaison Commission works to foster increased communication with UC Davis students and considers various issues of mutual concern. Meets the second Wednesday of the month at 4:30 p.m., Community Chambers, 23 Russell Boulevard.

CIVIC ARTS COMMISSION

The Civic Arts Commission considers and makes recommendations to the City Council on cultural and artistic matters by generating public input concerning the arts, reviewing arts contract proposals, and recommending art intended for public places. The Commission may also review and make recommendations on budgets for arts programs and facilities, and on the incorporation of art into the City's capital improvement projects. Meets the second Monday of each month at 7:00 p.m., Community Chambers Conference Room, 23 Russell Boulevard.

FINANCE AND BUDGET COMMISSION

The Finance and Budget Commission advises the City Council on financial and economic issues such as review of the City’s financial structure, comparative analysis of tax burdens in Davis compared to other communities, redevelopment and promotion of increased understanding of the City budget. Meets the second Monday of each month at 7:00 p.m., Community Chambers, 23 Russell Boulevard.

HISTORICAL RESOURCES MANAGEMENT COMMISSION

The Historical Resources Management Commission advises City Council on matters pertaining to historical resources, maintains an inventory of historical resources, recommends the designation of historical resources and reviews applications for alteration permits for historical structures. In order for the Commission to comply with Certified Local Government Guidelines, the Commission could use members with special interest, competence, experience or knowledge in historic preservation and the cultural heritage of Davis and professional qualifications in such fields as the following: architecture, history, architectural history, prehistoric and historic archeology, urban planning, law, real estate, folklore, museum curation, conservation, landscape architecture, American studies and cultural geography. Meets the third Monday of each month at 7:00 p.m., Hattie Weber Museum, 445 C Street.

HUMAN RELATIONS COMMISSION

The Human Relations Commission works to promote mutual respect, understanding and tolerance among all persons. The Commission seeks to build a community where relationships among diverse peoples are valued by all; discrimination and hate are not tolerated; the voices of the voiceless are heard; and citizens can address issues dealing with hatred, discrimination and alienation through education, outreach, studies and recommendations to the City Council. Meets the fourth Thursday of each month at 6:30 p.m., Community Chambers, 23 Russell Boulevard.

NATURAL RESOURCES COMMISSION

The Natural Resources Commission provides the City Council with recommendations on natural resource issues including water conservation, air pollution, waste management, recycling, and promoting the use of renewable sources of energy. Meets the fourth Monday of each month at 6:30 p.m., Community Chambers, 23 Russell Boulevard.

OPEN SPACE AND HABITAT COMMISSION

The Open Space and Habitat Commission advises the City Council on matters pertaining to open space and habitat issues, programs, and projects. The Commission monitors and facilitates the implementation of open space objectives and identifies solutions to implementation problems. Meets the first Monday of every month at 6:30 p.m., Community Chambers Conference Room, 23 Russell Boulevard.

PLANNING COMMISSION

The Planning Commission is the city planning agency authorized by state statutes. The Commission reviews and makes recommendations relative to all land use decisions including, but not limited to, the General Plan and Specific Plan amendments, variances, conditional use permits, planned developments, tentative maps, rezoning and annexations. Meets the second and fourth Wednesday of each month at 7:00 p.m., Community Chambers, 23 Russell Boulevard.

RECREATION AND PARK COMMISSION

The Recreation and Park Commission advises the City Council on matters pertaining to public recreation and park planning and reviews the annual budgets for park and recreation programs. Meets the third Thursday of each month at 7:00 p.m., Davis Joint Unified School District Conference Room, 526 B Street.

SAFETY AND PARKING ADVISORY COMMISSION

The Safety and Parking Advisory Commission advises the City Council on ways to improve existing accident prevention programs or implement new programs in order to reduce untimely deaths, crippling injuries and economic losses caused by traffic accidents. The Commission reviews and makes recommendations on traffic safety proposals and parking issues, including such items as speed limits and appropriate regulatory warning devices. Meets the first Thursday of each month at 5:00 p.m., Community Chambers, 23 Russell Boulevard.

SENIOR CITIZENS COMMISSION

The Senior Citizens Commission advises City Council on all matters relating to policies and programs which will serve senior citizens in the community. The Commission identifies needs of the aging, creates citizen awareness programs, and explores improved standards of services. Meets the second Thursday of each month at 2:30 p.m., Davis Senior Citizens Center Game Room, 646 A Street.

SOCIAL SERVICES COMMISSION

The Social Services Commission advises the City Council on matters pertaining to issues of social services including health, affordable housing, homelessness, hunger, transit, low income needs, and Federal and State grant programs such as Community Development Block Grant and Home Investment Partnership Program. Meets the third Monday of each month at 7:00 p.m., Community Chambers, 23 Russell Boulevard.

TELECOMMUNICATIONS COMMISSION

The Telecommunications Commission advises City Council on ways to bridge the digital divide for all Davis residents, development of telecommunication agreements, community uses of the Institutional Network, and monitors pending legislation, rulings and court opinions which seek to limit the city’s right to manage local rights-of-way. The Commission also facilitates communication projects and shared information between the city, the Davis community and community partners to improve telecommunications services. Meets the first Wednesday of each month at 2:30 p.m., City Training Room, 600 A Street.

TREE COMMISSION

The Tree Commission makes recommendations to City Council on all street tree removal requests and designations of Landmark Trees. The Commission hears appeals from decisions of the Parks and Grounds Superintendent regarding public nuisances and appeals regarding denials of tree modification permit applications. Meets the third Thursday of each month at 6:00 p.m., Davis Police Department, 2600 Fifth Street.
