The City of Davis plays an important role in how cable and other services are delivered in Davis. At the core of this role is oversight and guidance of the telecommunications infrastructure. The primary tool in steering this infrastructure is a local Telecommunications Ordinance. The City of Davis has completed a process to revise the cable franchise ordinance to reflect the vast changes that have taken place in telecommunications in the 15 years since the original ordinance was last updated.

Telecommunications Task Force

As part of the franchise renewal process, the City Council created the Telecommunications Task Force in 2001 to work with City staff on the renewal process. With the completion of the franchise renewal process in 2005, the Telecommunications Task Force completed its duties and disbanded. Past agendas and minutes are available.

Telecommunications Commission

To ensure ongoing monitoring of the Cable Television Franchises, as well as monitoring and reporting on general telecommunications issues that may affect the Davis community, the City Council created a Telecommunications Commission in 2007. The City Council held a public hearing and approved the draft Franchise Renewal Proposal on July 26, 2005.

June 1, 2005 Public Hearing:

The Telecommunications Task Force held a public hearing to review the draft Franchise Renewal Proposal on June 1, 2005.

Franchise Renewal Updates

February 15, 2005 meeting of City Council:

At the June 22, 2004 meeting City Council received an update on the franchise renewal process and considered a process to discuss the future allocation of PEG resources.

May 18, 2004 meeting of the City Council:

At the March 9, 2004 meeting City Council received an update on the franchise renewal process and considered approving the establishment of an I-Net.

Preliminary Cable-Related Needs Report

At their meeting of December 16, 2003, the City Council received an update on the Cable Television Franchise renewal process, accepted the Preliminary Report on Community Cable-Related Needs and Interests, and approved a resolution setting standards for meeting community needs in the contract between Comcast and the City of Davis.
