CDBG-R Projects and Programs are Underway Generating Jobs and Benefiting Persons with Disabilities
In accordance with the approved Action Plan Amendment, the City’s Public Works Department has completed the Curb Cut and Pathway Project resulting in 61 new curb cut ramps being installed throughout Davis. Also, 19 existing ramps and 12 crosswalk pass-throughs have been brought into ADA compliance generating 3 construction craft workers and 1 construction labor fulltime equivalent jobs. Funding for this project came from the US Department of Housing and Urban Development (HUD) under the American Recovery and Reinvestment Act of 2009.
The City has also commenced implementation of its local public service programs funded by the same HUD grant. Paratransit’s Mobility Training is rapidly moving towards completion with 125 seniors having already received information about using the local transportation system. The City’s Reasonable Accommodation Progam has provided 920 hours of support services for persons with disabilities, and Yolo Community Care Continuum Housing Services Program has provided 29 individuals with mental disabilities in-home assistance. These programs created or retained an additional 1.5 fulltime equivalent jobs. Further details are contained in the report below.
CDBG-R Action Plan Amendment Approved by the Federal Department of Housing and Urban Development HUD)
The City of Davis has received approval of its final Action Plan Amendment from HUD. On August 19, 2009, HUD authorized the City to proceed forward in implementing its revised Action Plan Amendment using CDBG-R funds, which benefits low and moderate income households, including seniors, persons with disabilities, and other households throughout the city. The majority of the funds will be used for curb cuts and improvements to pathways making them accessible for persons with mobility impairments. CDBG-R funds will also be available to local public service providers to implement the reasonable accommodation program, mobility training and supportive housing services for persons with mental illness. Background Information:
As an entitlement community, the City of Davis is receiving Community Development Block Grant Recovery Funds (CDBG-R funds) through the stimulus funds that were approved with the federal American Reinvestment and Recovery Act in February 2009. These funds are required to be awarded to programs and projects that address specific federal goals and requirements that include:
(A) Preserving and creating jobs and promoting economic recovery;
(B) Assisting those most impacted by the recession;
(C) Providing investment needed to increase economic efficiency;
(D) Investing in transportation, environmental protection, or other infrastructure that will provide long-term economic benefits;
(E) Minimizing or avoiding reductions in essential services; or
(F) Fostering energy independence.
The City of Davis is required to submit its Action Plan Amendment to state how it will use its $216,403 in CDBG-R funds no later than June 5, 2009. The Social Services Commission and the City Council have considered these funds, their requirements, and how they can be used in partnership with 2009-2010 CDBG entitlement (regular program) funding.
