Incentive Programs
Commercial Rehabilitation Loan Program. The Redevelopment Agency provides low-interest loans as an incentive to property owners or tenants to enhance the physical appearance and economic vitality of their buildings. Priority is given to projects in the downtown core area. Funds may be used for interior or exterior rehabilitation. Loans range from $3,000 to $50,000. Infill Fee Assistance Program. Through the Redevelopment Agency, the Infill Fee Assistance Program provides grants of up to $50,000 for payment of development fees on infill projects in the Downtown that provide new retail building space on the ground floor. Storefront Façade Improvements Grant Program. The Redevelopment Agency offers low interest loans and grants for façade improvements to commercial property within the primary commercial areas of the downtown. The program offers a maximum of $5,000 for mid-block buildings and $7,500 for corner buildings on a 1:1 matching basis. Owners of buildings with multiple storefronts may apply for grants for each individual storefront within the building, up to a maximum of $20,000. Parking In-Lieu Fee. For projects that provide new ground floor retail square footage in the Downtown, parking standards have been reduced. Projects in the core may not include onsite parking unless it is below grade or incorporated into the building in another way. In lieu fees for office and residential uses in the core area have been reduced as well (1 space per 500 square feet gfa of office). Development Impact Fee Reduction. Development Fees in the downtown are lower than in surrounding locations. For more information, contact Stacey Winton, Administrative Analyst II, 530-757-5610.

Small Business Development Center. Located in Sacramento, the Center provides free one-on-one counseling with small business owners, as well as a series of workshops to assist the small business owner or prospective business owner. Entrepreneurial Training. In a joint effort of the City, the Downtown Davis Business Association (DDBA), and the Chamber of Commerce, current or prospective business owners may participate in a 9-week long course covering all aspects of running a small business.
