CalHome Mortgage Assistance Program Application Submitted
Staff submitted an application for funding assistance under the State's CalHome Mortgage Assistance Program on December 7. If the City is awarded CalHome funds under this grant program, it will receive up to $300,000 to support a first-time homebuyer down-payment assistance program for low and very-low income households. There is no matching funds requirement for this grant program. Funding for the current year was provided by the passage of Proposition 1C, the Housing and Emergency Shelter Trust Fund Act of 2006, which was adopted by voters in November 2006. Funding determinations are anticipated from the Housing and Community Development Department of the State of California in the spring of 2012.
The City of Davis receives grants from the federal and state governments and other organizations to pay for a variety of activities and programs such as:
- Construction and/or overlay for bike lanes
- Construction of public transportation infrastructure facilities and assists in purchase of new buses for Unitrans and Davis Community Transit
- Development and improvements to city parks and tree planting in parks and on streets, medians, etc.
- Child care referrals and affordability assistance
- Public Safety including firefighting and law enforcement
- Construction and overlay of roads
- Help construct public facilities or obtain specialized equipment or vehicles
The City’s Grants Management program in Finance assists all City departments with identifying grant opportunities, applying for grants and complying with all grant requirements.
- The purpose of the Grants Management function is to acquire grant funds to assist with improvements in city services and to decrease the strain on limited city resources.
- The objective of Grants Management is to facilitate the City’s fiscal stability through the attainment of grant revenues for capital projects, studies, purchase of assets and/or equipment, or service improvements, and, whenever possible, for ongoing operations.
The Grants Management program provides citywide grant seeking and administration services including grant research, grant-seeking, grant writing, assistance with grant contracts, recordkeeping and reporting during project implementation, and, assistance with grant close-out, and grant audits. Finance also assists with invoicing or "draw-down" of grant funds and receipts the revenues to pay for grant eligible expenditures.
