Project Objectives

  1. The City proposes to improve the existing wastewater plant to meet the following objectives (the project does not add additional treatment plant capacity). • To improve reliability and ensure process performance. • To comply with National Pollutant Discharge Elimination System (NPDES) treatment requirements. • To provide flexibility for current and future regulatory requirements through replacement or upgrade of the existing wastewater treatment facility as necessary. • To give the City the capability for production of tertiary treated water in accordance with California Title 22 regulations so recycled water can be used for irrigation in the future. • To minimize ratepayer impacts and combined with water/wastewater utility rates. • To protect the downstream aquatic habitat and environment. • To emphasize sustainable design principles through natural resource conservation, support energy conservation and renewable energy. • To preserve environmental habitat. • To provide appropriate public access, nature “viewing”, and aesthetic benefits for the community.
