Who Can Ride 

Spin users must be 18 years of age and older. Spin requires users to show proof of age to activate an account. For more information about the age restriction, open the Terms and Conditions section on the Spin Terms of Use page.

Devices Available

Spin is offering 3 types of devices.

1. Electric assist e-bikes, which will provide assistance up to 20 mph
2. Electric scooters, which can go up to 15 mph
3. Adaptive devices
   

Safety

• All riders are required to obey all traffic laws and not ride on sidewalks
• Only one person per device
• Be alert and obey all traffic laws
• Maintain control of your device
• Never leave a device parked that blocks a pathway, sidewalk or ramp
• For scooters, you can only ride on a bicycle path, trail or bikeway, not on a sidewalk

Helmets

• Protect yourself by wearing a helmet. Make sure your helmet is properly fitted, and wear it according to manufacturer directions. Helmets provide protection from potentially life-threatening head injuries.
• UC Davis students can receive a free helmet through the Student Health and Counseling Services program, Helmet Hair Don’t Care campaign. Take the pledge for a free helmet by clicking here.

  $3 flat monthly rate for a 30-day period. $0 to unlock + $0.32 per minute
  
  Spin passes are a prepaid product by Spin that allows you to utilize Spin devices at a discounted rate for a set duration. The Spin Pass is purchased in the 'Spin Pass' tab on the side menu in the app. 


• University & Yolo Commute Quarterly Pass
  $60 per quarter ($20 per month)
  No unlock fees & up to 500 minutes of trip time for the duration of the pass
  
  For eligible students, faculty, and staff, and community members enrolled in the Yolo Commute Program

Signing Up

If you've never used Spin before, here are some simple and easy steps to get started. 

1. Download the Spin app from Google Play or the Apple App Store.
2. Create an account using your email address or Facebook account. For UC Davis students and members of Yolo Commute, use your affiliated email to ensure you can access the University and Yolo Commute pass.  
3. Spin may prompt you to scan your driver’s license or other ID. This is required in select cities due to local laws.
4. Open the Spin app and click on menu and select the “Balance” tab.
5. Add your payment method — you can use your credit card, debit card or Google Pay or Apply Pay account — and load an amount into your balance.

Spin also has Spin Access, which offers a variety of cheaper ride rates to users with limited incomes. You may be asked by Spin to provide eligible documents indicating your status. Learn more at: https://www.spin.app/spin-access.

Don’t forget that Spin states that users must:

• Be at least 18 years old to ride devices (scooter, bike or adaptive assist)
• Wear a helmet while using Spin scooters
• Inspect Spin devices for proper charge and signs of excessive wear before operating

Starting a Trip

Once you’ve signed up and are sure you meet all rider requirements, follow these directions to start your first trip: 

1. Open the Spin app.
2. Find and tap the device icon closest to you. This will tell you how much charge is left — full charge should last you a full day — and how much your per-minute fee will be.
3. Walk to the device and scan its QR code, located between the handlebars. This will unlock your device and begin your trip. See the Spin Safety Guide. Turn on Bluetooth if you're having trouble unlocking the e-bike or e-scooter.
4. Once the device has unlocked it will need an initial kick-start or push to gain momentum to start the electric assist. Without momentum, the assist will not work.
5. If you have trouble, call the Spin support line at 1(888) 262-5189 or send them an email at support@spin.pm. You may need to have the device’s 7-digit QR code ready and the email address you signed up with during the troubleshoot.

Where to Ride in the City

E-bikes, e-scooters, and adaptive devices are meant to be used in the city and on-campus. If you take a device outside of Davis, you will be charged until it is returned and parked. Within the City and UC Davis there are slow zones, no ride zones, no parking zones and parking corrals. All riders are required to obey all traffic laws and not ride on sidewalks. 

• Slow zones: Devices will reduce their assistance and speed to 10 mph.
• No-ride zones: Device assistance will end.
• No-park zones: Device will not be allowed to park.
  Devices will not be permitted to park on private streets, unless the HOA agrees to permit these devices. Private streets have "Terrace" in their name.

Ending a Trip

• As soon as you’re done, you can easily end your trip by swiping right in your Spin app.

• See what to do if the timer continues after you ended your trip.

Parking Locations

• Spin-designated parking zones, please do not block pedestrian or vehicle access 
• In Downtown Davis at a bicycle racks or a Spin corral
• At UC Davis, at a bicycle rack
• At a park, at a bike rack
• Outside of downtown Davis, devices are permitted to be parked on the street, where motor vehicle parking is permitted.  Devices need to be parked like motorcycles with a wheel perpendicular to the curb (see image below)

Parking Incorrectly

• You will not be able to park on streets with bike lanes only
• You will not be able to park on private streets, unless the HOA agrees to permit these devices
  Private streets have "Terrace" in the name

Riders will not be able to end their trips if the device is not parked correctly.  If a rider parks a device incorrectly, then Spin will email the user with a warning. If non-compliance continues to be a problem, Spin will issue a fine. Spin has the right to suspend your account if you frequently park at no-park zones (designated on the map), bus stops, loading zones. on private properties or incorrectly so make sure you’re not violating any of Spin’s return policies at the end of your trip

Devices are not allowed to be parked in private property garages, brought inside buildings or made unavailable to other Spin users.  Devices are intended to be ridden by multiple people per day and not become a personal use device. 

Moving Devices

Spin will re-balance e-bikes and e-scooters throughout the day and ensure that they are deployed in designated parking zones. No device will be parked for more than 24 hours.

2017

• SACOG entered into a regional bike share agreement with JUMP to operate bike share in Davis, Sacramento and West Sacramento.

2018

• On April 3, 2018, in preparation for bike share launching in Davis, the City Council adopted an ordinance to establish permitting and regulations for bicycle share businesses. 
• On May 17, 2018, bike share launched in Davis and UC Davis with approximately 150-180 JUMP electric assist bicycles.
• Over the year, citizen complaints to City Staff increased, primarily centering on JUMP user parking practices. While the existing ordinance requires users to park bicycle-share bikes to any publicly accessible bike rack, compliance was low, especially outside downtown where far fewer bicycle racks are available. Instead, bicycle-share users park bikes on sidewalks, pathways, on the street, in private yards and on front porches.
• On October 30, 2018, City Council adopted an urgency ordinance prohibiting motorized scooter share programs in the City for the immediate preservation of the public peace, health and safety

2019

• In early 2019, staff invited Bird, Lime and Spin to Davis for staff, City Council and Commissioners to test ride the scooters.
• In July 2019, Staff surveyed Davis residents to determine their satisfaction with JUMP and get feedback on bike share parking solutions.
  • 1,200 people completed the survey
  • 72 percent stated they liked having JUMP in town
  • 77 percent shared that bicycle-share parking is a concern
  • 60 percent of survey respondents recommended piloting bike share bikes to park perpendicular to the curb anywhere vehicular parking is permitted (except downtown).
• On October 8, 2019, staff brought the survey results and a proposal for a bike share pilot project to City Council. At the City Council meeting JUMP Staff shared they did not support the staff’s pilot project to allow bikes to park on the street. Councilmembers directed staff to work out the details of the pilot project with JUMP. 

2020

• In late February 2020 JUMP ceased operations in the region due to the COVID pandemic.
• In May 2020, Lime, another micromobility operator in the country, acquired all of JUMP’s interests.
• Throughout 2020, seven scooter operators approached the City and UC Davis interested in establishing either electric scooter-share or a mix of bicycle-share and electric scooter-share to the Davis market. None expressed interest in a bicycle-share-only system without public subsidy.
• In December 2020, SACOG and Lime executed an amendment to the original SACOG bike share agreement, facilitating bicycle-share’s return to the regional market. Lime chose not to return to the Davis service area at that time, for several reasons:
  • They wanted to wait for UC Davis students to return to Davis
  • The cost to operate bicycle share is very expensive
  • They wanted the City and UC Davis to subsidize a bicycle-only fleet or allow a mixed scooter and bicycle fleet and
  • There was very limited staff support for scooters at the City of Davis and UC Davis
• Between spring and fall 2020, City and UC Davis staff collaborated on a framework of priorities should shared micromobility return to Davis. The intent was to establish clear priorities to potential vendors either in negotiations with Lime or in an open Request for Proposals (RFP).

2021

• In September 2021, Lime provided the City with a bicycle and scooter share proposal. Staff compared the proposal to the framework and Lime has subsequently agreed to the vast majority of items in the City/UC Davis framework.
• In November, the BTSSC reviewed the framework and unanimously supported a recommendation “…that the City deploy bikes and scooters” when the system returns to the Davis service area. 
• Lime agreed to allow bicycles and scooters to park on the street, anywhere vehicular parking is permitted except for the downtown.

2022

• On May 27, 2022, the SACOG Bike Share Policy Steering Committee approved the Davis Shared Mobility amendment and recommended this item to the SACOG Board.
• On June 16, 2022, the SACOG Board approved the Davis Shared Mobility amendment.
• On June 23, 2022, UC Davis Transportation Services sent the City of Davis a letter of support for the growth of sustainable transportation choices including shared electric scooters.
• On July 19, 2022, staff presented changes to the Davis Municipal code to allow to remove the temporary ban on shared e-scooters and allow for devices to park on the street like motorcycles to City Council.
• After discussions with the University, the City and campus decided to do a competitive bid process to find vendors best suited to serve UC Davis and the City of Davis
• On December 6, 2022, staff shared a request for proposal plan to partner with UC Davis on shared micromobility at City Council

2023

• In winter 2023, staff from UC Davis and the City reviewed five vendor proposals which were evaluated based on qualifications, sustainability, solutions, value added and financial proposal.
• In the spring, two vendors presented in-person and provided test rides.
• On July 18, 2023, staff presented the findings of the vendor selection process at City Council and shared why Spin was selected. 
• Spin devices deployed in Fall 2023.
