From: Matt Jones Sent: Tuesday, April 07, 2015 9:32 AM To: Brenda Hom Subject: RE: Nishi EIR - GHG Thresholds Brenda – I checked in with our enforcement section about odors in the vicinity of Nishi. Our complaint log doesn’t show that there was much in the way of odor complaints. One thing to remember, though, is that there isn’t really any residential development in the area right now. So it’s possible that once people start living there, they could conceivably start being affected by odors that are not currently bothering anybody. The only complaint that really might be of interest is that there was one complaint about a “roasting coffee” smell. That was a one-off complaint, and we aren’t sure of where that odor would have been generated. Some people are more sensitive to odors than others, which is why we typically don’t consider an odor to be a “problem” unless more than one person is complaining about it. Also, we have in the past gotten complaints from time to time about odors from auto-body shops (elsewhere in the District – not in Davis) and there is an auto-body shop operating nearby. So I guess it’s possible that once residences are established on the Nishi property, they could potentially be exposed to odors from the shop. But auto-body shops are not typically something we consider to be an odor source. OK, I hope that helps – please feel free to give me a call/email if you would like to discuss. Has YSAQMD received any odor complaints with respect to the Nishi or surrounding areas? Or would the District expect any odors to be detected on the Nishi Site? Let me know if I should reach out to a different staff member about this question. Thanks, Brenda Brenda C. Sorry for the confusion. Thanks for the update. I think your justification is sufficient for the analysis. I will refer to the SMAQMD thresholds per your recommendation. Let me know if anything changes. Thanks! Brenda Brenda C. If so, yes, we suggested contacting us for more info. The thinking was that we might have some “official” adopted GHG thresholds by the time the actual analysis was performed for the project. We have had a couple issues come up that we need to resolve prior to moving forward with the adoption of any new thresholds, so we don’t have anything yet. In the interim, we are recommending that you use what has been adopted by the SMAQMD. There are a couple reasons for this: 1. SMAQMD is an adjacent air district, and they are the only district in our region that has officially adopted thresholds 2. We agree with the methodology that was used to develop the SMAQMD thresholds, and we believe that our own GHG thresholds will probably look very similar (or even identical) to SMAQMD’s, eventually. Hopefully that’s enough of a justification for your analysis. Please feel free to give me a call or email if you would like to discuss further. I read your comment letter in response to the NOP where you mentioned for the Lead Agency to contact YSAQMD to determine the most appropriate threshold of significance for the project, in the case that the emissions will be quantified. I am just starting to do the calculations for the construction and operation emissions of the Nishi project and wanted to ask if you would like to discuss the appropriate thresholds or already have some in mind. Do you need to see the completed emissions calculations before discussing the thresholds? Thanks, Brenda Brenda C.
