What is the American Rescue Plan (ARP)?

The American Rescue Plan (ARP) is a federal stimulus plan approved by the United States Congress and President Biden that provides $350 billion of stimulus funding to State and Local governments. The share received by the City of Davis is $19.7 million.

There are specific uses designated "Eligible Uses" for ARP Funds:

Support public health expenditures, by, for example, funding COVID-19 mitigation efforts, medical expenses, behavioral healthcare, and certain public health and safety staff
Address negative economic impacts caused by the public health emergency, including economic harms to workers, households, small businesses, impacted industries, and the public sector
Replace lost public sector revenue, using this funding to provide government services to the extent of the reduction in revenue experienced due to the pandemic
Provide premium pay for essential workers, offering additional support to those who have and will bear the greatest health risks because of their service in critical infrastructure sectors
Invest in water, sewer, and broadband infrastructure, making necessary investments to improve access to clean drinking water, support vital wastewater and stormwater infrastructure, and to expand access to broadband internet

Fund Allocations

Below are the projects and allocations that the City Council provided between September 1, 2021 and March 1, 2022. Work has begun on many of the projects and staff has started to allocate the funding to outside organizations, as agreements are completed.

Of the original $19.7 million, The City Council placed approximately $1.6 million in reserve to be allocated. Council also designated $385,600 in reserve for future COVID response needs. In addition, of the $1.5 allocated for Healthy Davis Together testing, approximately $430,000 remains. This brings the total amount available for Council to consider for allocation (or reallocation) to $2,462,000. The Council Subcommittee of Councilmembers Josh Chapman and Will Arnold will return to the full City Council at a future City Council meeting with recommendations for allocating the remaining funds.

Meetings and Outreach

September 19, 2023 - City Council Updated on American Rescue Plan Funds and Additional Allocation Decisions

The City Council received an update from staff on funds provided from the American Rescue Plan Act. The City Council also discussed approving a resolution to allocate funds toward programs and projects such as climate action, homeless support services, and the Downtown area's economic recovery.

November 1, 2022 - City Council Update on American Rescue Plan Funds and Decisions

The City Council received a report from staff that included an update on funds. The City Council voted to authorize an amendment to the Mercer Veterinary Clinic contract and to appoint a Council Subcommittee to work with staff for remaining funds.

March 2, 2022 - City Council Decision on Use of American Rescue Plan Funds

The City Council received the recommendations of the City Council Subcommittee for use of the American Rescue Plan funds, and allocated funds for various purposes.

December 14, 2021 - City Council Update on American Rescue Plan Funds

The City Council received an update on the ARPA fund allocation review process, including ARPA commitments and requests to date. View the City Council Staff Report (PDF).

October 14, 2021 - American Rescue Plan Community Survey Opens

The City of Davis conducted an online survey requesting community input on possible uses for ARP funds. The survey was open October 14 - November 1, 2021.
