In October 2017, the owners of the Nishi property submitted a preliminary conceptual site plan and project narrative for development on the site. The focus of the project is providing student housing, including an affordable component. The narrative notes that vehicle access would be through a crossing under the Union Pacific Railroad tracks to the UC Davis campus. Private automobile to west Olive Drive would not be permitted. The project also includes open space and surface parking with opportunities for photovoltaics. 

It replaced the previous 2016 proposal for the Nishi and Downtown/Gateway University District.

On February 6, 2018, the City Council took public testimony, deliberated, and voted unanimously to approve the applications and place the General Plan Amendment on the ballot pursuant to Measure R.

City Council Public Hearing February 6, 2018

The City of Davis City Council will conduct a public hearing on the project applications at a meeting beginning at 6:30 p.m. on Tuesday, February 6, 2018, in the Community Chambers, City Offices, 23 Russell Boulevard, Davis, California.  The purpose of the public hearing is to allow public testimony, City Council deliberation, and a determination on whether to approve the applications and place the General Plan Amendment on the ballot pursuant to Measure R.

Planning Commission Public Hearing January 24, 2018

The City of Davis Planning Commission will conduct a public hearing on the project applications at a meetings beginning at 7:00 p.m. on Wednesday, January 24, 2018, in the Community Chambers, City Offices, 23 Russell Boulevard, Davis, California.  The purpose of the public hearing is to allow public testimony, Planning Commission deliberation, and recommendation to City Council. The City Council is expected to hold a public hearing and take actions on the applications in February 2018.

 The Agenda and supporting materials are anticipated to be posted here on Friday, January 19, 2018. As a courtesy to the reader, the staff report and attachments will be posted as separate documents on this page no later than Monday, January 22, 2018.

Environmental Impact Report Addendum

The City of Davis prepared a Draft and Final Environmental Impact Report (FEIR) in accordance with the requirements of the California Environmental Quality Act (CEQA), the State CEQA Guidelines, the City’s procedures for the implementation of CEQA, and other applicable laws.  The Final EIR included revisions, updates, and clarifications in response to public and agency comments on the Draft EIR.  The Final EIR included all public comments received on the Draft EIR and written responses to all of these comments.

The combined Draft and Final EIR document was certified as adequate by the City of Davis City Council on February 16, 2016 (Nishi Gateway 2015 Draft EIR and Final EIR). The City Council made findings regarding certification of the EIR, findings regarding mitigation measures, and a statement of overriding considerations identifying benefits of the project

 The City, with the assistance of Ascent Environmental, has prepared an Addendum to the previously-certified EIR. An addendum is appropriate where a previously certified EIR has been prepared and some changes or revisions to the project are proposed, or the circumstances surrounding the project have changed, but none of the changes or revisions would result in significant new or substantially more severe environmental impacts, consistent with CEQA Section 21166 and State CEQA Guidelines Sections 15162, 15163, 15164, and 15168. The Addendum concludes that no new circumstances or project changes have occurred nor has any new information been found requiring new analysis or verification. The conclusions of the Nishi Gateway EIR remain valid, and approval of the project would not result in new or substantially more severe significant impacts related to topics addressed in the Nishi Gateway EIR.
