Project Description
Palomino Place (“Project”) is a community-centered residential neighborhood proposed on a 25-acre infill site located within the City of Davis at the southeast corner of Wildhorse Ranch. The Project includes a diverse array of for-sale and rental housing, new trail connections and park spaces, and a specialized recreation facility. A range of housing types including cottages, townhomes, and single-family detached units will provide 130 new home ownership opportunities within Palomino Place. The Project also includes a minimum of 33 deed restricted affordable apartment units (20% of total Project units) and up to 45 affordable units (26% of total units) based upon the preference of the City Council. If the City proceeds with the additional affordable units, the Project will provide a total of 175 new Davis homes, including both rental and for-sale opportunities, that will be attainable to households at nearly all income levels. Also, along Covell Boulevard, the Project includes a 1.4-acre area designated for the construction of a new pentathlon training facility and a pool facility for use by local community groups. Finally, the existing ranch home is being renovated and retained.

Transportation Studies
Transportation studies for the project include an operations analysis and an impact study. The Transportation Operations Analysis examines traffic operations and level of service (LOS) on nearby roadway facilities. The Transportation Impact Study analyzes the project's environmental transportation impact for CEQA purposes which examines vehicle miles traveled (VMT).

The City is preparing a Subsequent EIR (SCH#2007072020) for the Palomino Place Project to evaluate whether the Project may result in any new significant impacts not previously identified or a substantial increase in the severity of significant impact(s) previously identified in the former Wildhorse Ranch Project EIR (SCH#2007072020) provided below, which was certified in July 2009. Notice of Availability (NOA)
The Draft Subsequent Environmental Impact Report (Draft SEIR) (SCH # 2007072020) for the Palomino Place Project is available for public review. Public comment on this document is invited for a 45-day period extending from August 8, 2024 through September 23, 2024.
All comments on the Draft SEIR must be received by the City no later than 5:00 pm on September 23, 2024 to be considered. Pursuant to Section 15088a of the CEQA Guidelines, late comments will be considered only at the City’s discretion. Comments must be directed to:

Public Comment Meeting. Additionally, On September 11, 2024, starting at 7:00 PM, the City of Davis Planning Commission is scheduled to conduct a public meeting to solicit input and comments from public agencies and the general public on the Draft SEIR for the Palomino Place Project. This meeting will be held at the City of Davis Community Chambers, located at 23 Russell Boulevard, Davis, CA 95616.
There will be no transcription of oral comments at these meetings. Comments received will be summarized by staff for inclusion in the Final EIR. Those who wish to have their verbatim comments incorporated in the Final EIR must submit their comments in writing.
Notice of Preparation (NOP)
The City of Davis Department of Community Development and Sustainability will conduct a public scoping meeting to solicit input and comments from public agencies and the general public on the proposed Draft SEIR for the Palomino Place Project. This meeting will be held at the City of Davis Senior Center, Activity Room, 646 A Street, Davis on Monday, March 11, 2024 starting at 6:00 p.m.
This meeting is anticipated to be an open house format and interested parties may attend to review the proposed project exhibits, ask questions about the proposed project and CEQA process, and submit written comments during the meeting. Representatives from the City of Davis, the SEIR consultant, and the Applicant will be available to address questions regarding the SEIR process. In addition, members of the public may submit written comments to the City at any time between February 23, 2024, and March 25, 2024.

In 2009, an EIR was prepared and certified for the Wildhorse Ranch Project.

Pre-Application Submittal
On October 4, 2021, the applicant, Binning Ranch Holdings, LLC, represented by Mr. David Taormino, submitted a pre-application request to the City of Davis. A pre application is when a property owner submits a proposed project that they are contemplating to solicit initial general comments from the city about the proposal.
