David Taormino has submitted applications to the City of Davis Community Development Department proposing consideration of the West Davis Active Adult Community project. The site is 75 acres on the north side of Covell Boulevard, west of Sutter-Davis Hospital. Approval of the project would require General Plan Amendment, Annexation, and voter approval under Measure R. An Environmental Impact Report will be prepared. Public meetings and opportunities for comment will be posted on this page when they are scheduled.

Summary of Proposal:
325 for-sale units, primarily single-family detached;
150 affordable senior apartments;
3-acre (approximate) Activity and Wellness Center, including pool, public restaurant, outdoor patio and parking lot

80 percent of the units, including the affordable apartments, are proposed to be age-restricted (55 and over). Approximately 70 single-family units will not be age-restricted.

City Council Public Hearing and Final Action, May 29, 2018

The City of Davis City Council held a  public hearing on the project application on Tuesday, May 29, 2018.  The agenda packet for the hearing is posted here. The City Council heard public testimony and directed that the necessary resolutions and ordinances be brought to the meeting of June 12, 2018 for final action. At that meeting, the Council took action to approve the applications and place the proposal on the November 2018 ballot for voter consideration.

Planning Commission Public Hearing, April 11, 2018

The City of Davis Planning Commission will conduct a public hearing on the project application at a meetings beginning at 7:00 p.m. on Wednesday, April 11, 2018, in the Community Chambers, City Offices, 23 Russell Boulevard, Davis, California.  The purpose of the public hearing is to allow public testimony, Planning Commission deliberation, and recommendation to City Council. The City Council is expected to hold a public hearing and take actions on the applications in spring 2018.

Environmental Impact Report

The Draft Environmental Impact Report (EIR) was released for public review and comment on December 22, 2017, for a 60-day review period ending at noon on February 20, 2017. The Draft EIR is available for review at the Department of Community Development and Sustainability, 23 Russell Boulevard, during regular working hours. Flash drives and paper loan copies are also available. A review copy has also been provided to the Davis Public Library at 315 East 14th Street.

The Final Environmental Impact Report (FEIR) includes responses to all comments submitted on the Draft EIR, along with revisions to the Draft EIR and a Mitigation Monitoring and Reporting Program (MMRP).

Environmental Review

On Tuesday, June 6, 2017, the City Council considered alternatives to the proposed project that will be considered in the Environmental Impact Report. The full agenda packet is posted here and staff recommendations are posted here

 The City has determined that an Environmental Impact Report (EIR) will be prepared. The City is interested in the input and/or comments of public agencies and the general public as to the scope and content of the environmental information that should be included in the EIR.

On Wednesday, April 26, 2017 starting at 4:45 p.m. the City of Davis Community Development and Sustainability Department will conduct a public scoping meeting to solicit input and comments from public agencies and the general public on the proposed Draft Environmental Impact Report (EIR) for the West Davis Active Adult Community Project.  This meeting will be held at Davis City Hall, located at 23 Russell Boulevard, Davis, CA 95616.  The meeting will run from 4:45 p.m. to 6:45 p.m. 

This meeting will be an open house format and interested parties may drop in to review the proposed project exhibits and submit written comments at any time between 4:45 p.m. and 6:45 p.m.  Representatives from the City of Davis, the EIR consultant, and the Applicant will be available to address questions regarding the EIR process.  Members of the public may provide written comments throughout the meeting.
