Downtown Davis Specific Plan

The Draft Downtown Davis Specific Plan and Draft Downtown Form Based Zoning Code underwent a multi-year planning process with public engagement and input, development and review of draft documents, environmental review, and numerous public meetings and public hearings. On December 13, 2022, the City Council certified the EIR prepared for project and approved the necessary amendments to the City's plans and codes to implement the project. It included adopting the Downtown Davis Specific Plan and the Downtown Form Based Code with additional changes recommended by the Planning Commission and additional items identified by the City Council. 

The final Downtown Davis Specific Plan is provided here, but the formatting is expected to be updated: Downtown Davis Specific Plan (Resolution 22-195)

The General Plan Land Use Designation is Mixed Use for the Downtown Davis Specific Plan area, as described in Exhibit A to Resolution No. 20-125.

Downtown Form Based Code (Zoning)

The Form Based Code is incorporated in the City of Davis Municipal Code as Zoning Code Chapters 40.13 and 40.14 below.

How to Use the Downtown Form Based Code

The City was provided a set of materials by the Form Based Code consultant to help inform applicants about the process of applying for a project. It provides an order of operations and guides an applicant through the code from Allowed Uses and Building Types to Massing and Sign Type. Following the order of operations will help ensure a smooth approval process and compliance with the code.
