Project Description

Arroyo Park is located at 2000 Shasta Drive and is adjacent to an elementary school, bike paths, open fields, picnic area, play equipment and a pool complex, among other features. In 2020, interest and a need for shade was identified through an Arroyo Park survey, in which an exterior structure with tables was preferred along with additional internal shade structures within the aquatics facility. In addition, the 2012 Parks Master Plan showed that shade and wind protection were priority items for our community parks (pg. 14). As a result, improvements and amenities are slated for this Park, to include shade structures, one picnic area metal pavilion with six picnic tables, two BBQs, electrical conduit and ADA pathway improvements.

Arroyo Park is considered a community park. A community park is defined as a minimum of 15 net acres and designed to meet the needs of the entire Davis community, including those with disabilities. Community park amenities may include sports fields, aquatic facilities, tennis courts, accessible restrooms, storage rooms, group picnic areas and children’s playgrounds. Arroyo Park currently does not have a shade structure or an adequately sized group picnic area proximate to the significant amenities in the park.

The amenities and improvements in this project include:

The addition of this new community asset creates a rentable and reservable space for birthday parties, team celebrations, family reunions or any other memory-making events. The shade structure will also help increase overall activation of the park in that it provides respite, and a direct line of sight for guardians who have children playing at either the play structure or on the field. One of the primary features of this design is the accessible path of travel, and ability to utilize the picnic tables and barbecue area by all park users. The new improvements to Arroyo Park will not remove any existing trees.

The City of Davis received a State RIRE (Recreational Infrastructure Revenue Enhancement) Grant in the amount of $250,000 to assist with the project. The majority of the remaining project funds ($150,000) come from City Park Impact Fees. A smaller portion (20%) is through City funds. Park Impact Fees are development fees, charged to developers when they are building something in Davis, so the revenue can vary greatly each year. These fees are kept and used for Capital Improvement Projects in our City parks. They are not allowed to be used for park maintenance and have to be spent on appropriate projects within a five-year window. Due in large part to rising construction costs, an additional $99,000 of General Fund has been added to the project budget.

Community Outreach

The City did outreach and a survey in 2020 in which an exterior structure, complete with tables, was the preferred amenity in a specific question about shade and preference for an exterior or interior (aquatics) structure. The same survey asked an additional, open-ended question regarding general amenities, in which 19% (N=52) of respondents mentioned the need for increased shade in some form—particularly seating areas with shade (the option with the largest number of affirmatives). In addition, the 2012 Parks Master Plan showed that shade and wind protection were priority items for our community parks. Moreover, shade and “informal picnic areas” were noted as highly desirable in the community feedback section (pg. 42). This is the last Parks Master Plan survey done, though the City will embark on a new Parks Master Plan very soon.
