California Carrying Concealed Weapon (CCW) Applicant Requirements
The Davis Police Department shall issue a permit to carry a concealed weapon to a Davis resident who meets the following established criteria:
- The applicant is not a disqualified person to receive such a license, as determined in accordance with the standards set forth in Penal Code § 26202.
- The applicant is not prohibited by State or federal law from possessing, receiving, owning, or purchasing a firearm (Penal Code § 26185; Penal Code § 26195).
- The applicant is at least 21 years of age, and presents clear evidence of the person’s identity and age, as defined in Penal Code § 16400.
- The applicant is a resident of Davis. Prima facie evidence of residency includes, but is not limited to, the address where the applicant is registered to vote, the applicant’s filing of a homeowner’s property tax exemption, and other acts, occurrences, or events that indicate presence in the city is more than temporary or transient. The presumption of residency in the city may be rebutted by satisfactory evidence that the applicant’s primary residence is in another county or city within the county (Penal Code § 26150; Penal Code § 26155).
- The applicant fully completed the California Department of Justice (DOJ) application (Penal Code § 26175) staring on page 16.
- The applicant submitted fingerprints and completed a criminal background check (Penal Code § 26185).
- The applicant paid all associated application fees (Penal Code § 26190).
- The applicant is free from any psychological conditions that might make the applicant unsuitable for carrying a firearm (Penal Code § 26190).
- The applicant has completed a course of training as described in Penal Code § 26165.
- The applicant is the recorded owner, with the Department of Justice, of the pistol, revolver, or other firearm for which the license will be issued.

APPROVED FIREARMS SAFETY COURSES FOR CCW PERMITS
A CCW applicant shall successfully complete a firearms safety and proficiency examination with a Department approved firearms safety and proficiency examiner using the weapon(s) that will be listed on the permit. The cost of training/examination shall be the responsibility of the applicant. The training course will be up to sixteen (16) hours and will minimally include firearms safety and the laws regarding the permissible use of a firearm.
The applicant is responsible for contacting one of the approved trainers/examiners and scheduling their own training. After the completion of the training/examination, and during phase 2 of the application process, the applicant will need to provide the Police Department their training certificate.

If you live within a jurisdiction of a city police department, you may apply to the city police department or county sheriff’s office for a CCW license. However, only residents of a city may apply to a city’s police department for a CCW license.

The Department will contact the applicant within 1-2 weeks to begin the process, which includes fingerprinting.
Application Process
The application process for a license to carry a concealed weapon consists of two phases. Upon the successful completion of phase 1, the applicant will advance to phase 2 and continue the process until completed and the license is either issued or denied. Renewals
No later than 90 days prior to the expiration of any valid license to carry a concealed weapon, the licensee may apply to the Police Chief for a renewal by completing the following:
- Submitting a renewal application, starting on page 16, under penalty of perjury.
- Taking an authorized training course of no less than 8 hours including firearms safety and the laws regarding the permissible use of a firearm.
- Submitting any weapon to be considered for a license renewal to a Department Firearms Instructor for a full safety inspection. The renewal applicant shall also successfully complete a firearms safety and proficiency examination with the weapon to be license renewal, to be administered by a Department Firearms Instructor, including completion of all releases and other forms.
- Payment of a non-refundable renewal application fee.
