HOME-ARP Allocation Plan
The City of Davis released the HOME-ARP Allocation Plan (PDF).
The plan was reviewed by the Social Services Commission on August 1, 2024.
The City of Davis is an entitlement city participating in the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program. Nearly $27 million has been awarded to the City through the CDBG program. In addition, the City of Davis i9s also an entitlement city participating in the HUD HOME Investment Partnerships (HOME) Program. Over $11 million has been awarded to the City through the HOME program.

Consolidated Plan
The City considers it the right of all Davis residents to be informed about and have the opportunity to comment on the use of public funds. To that end, the City takes appropriate actions pertaining to the Citizen Participation Plan and consolidated planning process to encourage participation by low- and moderate- income residents, people from underrepresented groups in the community, people with limited English-speaking ability, and people with disabilities and the general public.
As a condition of the use of federal grants to the City of Davis, the U. S. Department of Housing and Urban Development (HUD) requires jurisdictions to submit a Consolidated Plan every five years. The Consolidated Plan is a five-year plan that serves as a comprehensive strategy to address the needs of low-and moderate-income residents in Davis. The Consolidated Plan identifies community needs and provides a strategy to address those needs using Community Development Block Grant (CDBG), Home Investment Partnerships Grant (HOME) funds, Homeless Housing Assistance Program (HHAP) funds as well as other City resources. Federal regulations also require that citizens have opportunities to review and comment on the local jurisdiction’s Consolidated Plan to allocate these funds.

Consolidated Annual Performance and Evaluation Report
The Consolidated Annual Performance and Evaluation Report, or CAPER, is prepared and submitted annually to HUD. The CAPER explains how the City has used the CDBG and HOME funds to further the objectives set forth in the 5-year Consolidated Plan.

Analysis of Impediments to Fair Housing Choice
The City of Davis, as a recipient of federal housing funds, is required to assess barriers to fair housing choice at least every five years. This assessment is done through completion of a housing plan called an Analysis of Impediments to Fair Housing Choice, or AI. The primary outcome of an AI is for jurisdictions and Public Housing Authorities (PHAs) to take meaningful actions to overcome historic patterns of segregation, promote fair housing choice, and foster inclusive communities that are free from discrimination.
