Campaign Disclosure Statements
The California Political Reform Act (Gov. Code § 84100) requires the filing of Campaign Disclosure Statements by any person or combination of persons who will be raising or spending money in local elections, including but not limited to local candidates for elective office, or those supporting or opposing local candidates or ballot measures. Such persons may be required to file the following forms: Form 501-Candidate Intention Statement; Form 410-Statement of Organization; Form 460-Recipient Committee Campaign Statement; Short Form 470-Officeholder/Candidate Campaign Statement; Form 496-24-Hour Independent Expenditure Report; and Form 497-24-Hour Contribution Report. The City of Davis has additional contribution limits and thresholds that apply to campaign committee formation and disclosure requirements. These are found in Chapter 12 (Elections) of the Davis Municipal Code.
When do I File Statements?
There are various filing deadlines depending on the type of committee, and whether or not that committee is involved in an active election. There are also special quarterly filing deadlines for measure committees with qualified initiatives or during the petition qualification process. The following schedules are provided via the FPPC:
November 5, 2024 General Municipal Election Filing Schedules:
- Local Candidates and Controlled Committees
- Support/Oppose Ballot Measure Committees
- General Purpose Committees
- Support/Oppose Local Candidates
- Major Donor and Independent Expenditures

How do I File Statements?
The City has implemented an electronic filing system called eCampaign to ensure that contributions and expenditures in city elections are disclosed and made available to the public. All committees who are required to file campaign disclosure statements must file their forms electronically through this system (including independent expenditure committees and major donor committees).
Note: In order to use eCampaign, an account must be created by the City Clerk’s Office. Please contact 530-757-5648 or clerkweb@cityofdavis.org to request an account creation. An account will automatically be created for committees upon receipt of an initial Form 410-Statement of Organization. If your committee structure does not require this form, including but not limited to independent expenditure committees and major donor committees, please contact our office as soon as possible to initiate an account.

Statements prior to 2017 are also available for viewing/copying at the City Clerk’s Office during regular business hours, or may be requested via email at clerkweb@cityofdavis.org.
