The Mace Redesign Project (phase 1 a) is complete.

This is the final regular update for the Mace Redesign Project, Phase 1a. The City wants to thank the community for its input and patience during this entire process. There is still some signage to be installed and some remaining electrical work, but the roadway is open!
Phase 1b will be a pilot project that will install a temporary traffic light first at the intersection of Tremont Road and Mace Boulevard 30 days later the pilot traffic light will be shifted to the intersection of Montgomery Avenue and Mace Boulevard. There is no set date yet for Phase 1b as the City obtains traffic count data, and the Yolo 80 Rehabilitation project that is occurring right now may be influencing traffic behavior. An additional right turn lane northbound at Cowell Boulevard is one of the items to be considered in Phase 1b.
The City will communicate the schedule for Phase 1b as soon as it is established.
The alley behind Santa Paula Way and Mace Boulevard that was deferred due to utility conflicts will be repaved in the spring.

Design features include:
- Two, full-width, southbound and northbound traffic lanes between Cowell Boulevard and N. El Macero Drive
- Modifications to the striping between San Marino Avenue and N. El Macero Drive to accommodate two, northbound travel lanes while maintaining the bike buffers
- Modifications to the protected intersection at Cowell Boulevard/Mace Boulevard including accommodation for truck-turning radii and modified signal timing and operations
- Reconfiguration of the islands at San Marino Avenue and replacement of the flashing red beacon with additional signage and no lights
- Modifications to on-street parking on the west side of Mace Boulevard., south of N. El Macero Drive to San Marino Avenue to accommodate access/wheelchairs at more regular intervals
- Reconstruction of the western bikeway buffer between San Marino Avenue and Cowell Boulevard to accommodate the two-way cycle track
- Repaving of the alley that runs behind the row of houses on the west side of Mace Boulevard between San Marino Avenue and N. El Macero Drive.

Paving is complete for the Mace Redesign Project!
It is likely that rain will affect the road striping schedule next week. The City will provide an update regarding the completion date for the project. Signage, electrical and final clean-up work will be happening on site.

The southbound detour will be removed this evening. Any work in the roadway will be handled via lane shifts moving forward. Thank you to the residents along the detour for your patience with traffic in your neighborhood.
Paving will occur next week on Wednesday, Nov. 1, Thursday, Nov. 2 and Friday, Nov. 3. During paving there will be lane shifts to accommodate the work and flaggers will be present. The four-way signal lights at Cowell and Mace will be put in flashing mode making this a four-way stop to accommodate the paving operation. Please expect delays.
Road striping will take place the week of Nov. 6. (weather permitting).

This week, the west side bicycle lane will be OPEN for northbound and southbound bike traffic (between El Macero Dr and Cowell Blvd) on Mace Blvd. The eastside of the street will be closed to bike traffic for the rest of the week. Crosswalks in all directions will be open at those intersections. Bicyclists going north on Mace should cross to the westside of the street. We’re almost there Mace-area residents! The Mace Redesign project is going well and on schedule. There will be weekend work on Saturday, Oct. 14, and Sunday, Oct. 15.
The closure of the southbound lanes at Mace and Cowell is in place until Oct. 31 to allow the project to progress more swiftly.
Why is the Detour Extended?
- In order to safely place the bike buffer for the cycle track on the west side of the road and also to remove the median and repave, room is needed for equipment to come in to complete this work.
- The contractor and staff would like to provide a safe buffer distance between the work and vehicles that are using the road to prevent any potential debris from hitting vehicles/cyclists that may be in close proximity to the work.
- In addition, the new curbs require room for the curb machine to proceed as the curb is being placed. The detour is being extended so that the contractor does not have to stop traffic on Mace.
- Having room to complete this work provides an added level of safety and allows the contractor to complete the work in this corridor in a more efficient manner.
The closure results in:
- A detour for southbound traffic on Mace: vehicles are directed west on Cowell Blvd, south to Ensenada Dr, east on El Macero Dr to Mace Blvd
- Traffic control plans are in place for cars, pedestrians and bicyclists along the Mace Blvd corridor between San Marino Dr and Cowell Blvd
- At least one east/west crossing at Mace at Cowell to be accessible at all times for bicyclists and pedestrians
Please slow down in the detour’s residential neighborhoods. Additional speed limit signage has been added along the detour to help reduce speeds along this route. The Davis Police Department has been asked to provide additional patrols in this area and the City has two crossing guards in the mornings and afternoons to assist with school commuters. We appreciate your patience as the City works to improve Mace Blvd.

The Mace Redesign project is progressing on schedule. There will be weekend work on Saturday, Oct. 7, and Sunday, Oct. 8. The east side of Mace Blvd at the following corners will have demolition, grading, forming and placement of concrete over the next week: Cowell Blvd, El Macero Dr, and San Marino Dr. The southbound lane remains closed with the detour in place.

The construction for the Mace Blvd. Project began late last week. The contractor has focused their effort on demolition on the west (southbound) side of Mace and at the intersection of Mace and Cowell. Electrical work is also progressing in preparation for relocation of traffic signal infrastructure. The contractor will be pouring concrete at the Cowell/Mace ramps next week. The southbound lane will be closed for about two more weeks.

Starting Friday, September 22, demolition will be starting on the Mace Blvd. project, specifically on the southwest corner of Cowell Blvd. and Mace Blvd. This work will continue into next week. There will be a closure of the southbound lanes at Mace Blvd. and Cowell Blvd. during demolition and there will be a detour for vehicles that goes to/from Cowell to Ensenada to El Macero to Mace.
Pedestrians and bicyclists will be detoured to the bike lane and sidewalk on the east side of Mace Blvd. to travel north and south between Cowell Blvd. and El Macero Dr. starting Friday, September 22 – Wednesday, September 27.
- There will be at least one east west crossing available at the intersection of Cowell Blvd and Mace Blvd.
- A crossing guard will be available to help students and families during school commute hours at the intersections of Mace Blvd./Cowell Blvd. and at N. El Macero Dr./Mace Blvd. to assist with crossing North to South and from East to West to get across the street. Pedestrian ramps will be available.
We strongly recommend that students, families and commuters add time to their commute in the mornings and afternoons around Mace Blvd. We appreciate your patience during this work!
The excitement for the Mace Blvd. Project is palpable, especially if you’ve seen equipment and materials mobilizing! The physical work is starting as early as this Thursday, September 21.
There will be a closure of the southbound lanes at Mace and Cowell for two weeks for demolition and there will be:
- A detour for vehicles that goes to/from Cowell to Ensenada to El Macero to Mace. (see map)
- Traffic control plans in place for cars, pedestrians and bicyclists
- At least one east/west crossing at Mace at Cowell to be accessible at all times for bicyclists and pedestrians
- Traffic control plans will be posted to the Mace Project page when they are approved (www.cityofdavis.org/maceblvd)
To help minimize congestion and notify residents, the City has:
- Sent postcards to more than 3,000 residences in the area
- Prepared door hangers to residents of the impending work, to be placed 48 hours before work occurs in front of their homes
- Worked with Solano County to allow us to add an electronic sign at Tremont Road to prevent traffic congestion for those exiting Pedrick Road that travel Tremont to get to Mace Blvd
- Posted two electronic signs in the area with more signs incoming from the contractor
- Reached out to CalTrans, Waze and Google Maps to let them know of the construction work in this area so that their maps or directions, hopefully, are updated and do not create more traffic in our area.
- Asked the Traffic Unit of the Davis Police Department to patrol or spend more time in this area during the construction project
In addition, we are aware of the many school commuters that use this major arterial in Davis and we will have:
- Flaggers and crossing guards work together to ensure safe passage for all bicyclists and pedestrians
- Crossing guards at Mace/Cowell Monday – Friday in the mornings and afternoons for school starts and dismissals
- Staff work with the contractor for the car wash being constructed at Mace and Cowell to ensure traffic can flow smoothly
- Notified the Mace Project contractor of start times and dismissals of schools in the area
- Informed the School District so they can share updates with families and students about the project
- Provided updates on social media, certain email notifications and on our project website
The finished Mace Project will include, but is not limited to:
- Two, full-width, southbound and northbound traffic lanes between Cowell Boulevard and N. El Macero Drive
- Modifications to the striping between San Marino Avenue and N. El Macero Drive to accommodate two, northbound travel lanes while maintaining the bike buffers
- Reconfiguration of the islands at San Marino Avenue and replacement of the flashing red beacon with additional signage and no lights
- Reconstruction of the western bikeway buffer between San Marino Avenue and Cowell Boulevard to accommodate the two-way cycle track
We hope these features will improve the traffic congestion as well as improve safety for our micro modal residents and school commuters. The City is aware of the amount of congestion this work causes and we appreciate your patience and understanding!

The City of Davis is working closely with Davis Joint Unified on messaging for the Mace Project. Please check City and DJUSD social media for weekly messaging (Facebook, Instagram, Twitter).
Please be aware of the following information regarding your school commute:
- At least one east/west crossing at Mace at Cowell will be accessible at all times
- Flaggers and crossing guards will work together to ensure safe passage
- There will be a traffic control plan for cars, pedestrians and bicyclists
- There will be crossing guards at Mace/Cowell Monday – Friday in the mornings and afternoons ( during certain times)
- Please allow for extra time if your school commute travel path includes Mace Blvd.
- There is a car wash being constructed at Mace and Cowell. Safe Routes to School is working with the contractor to ensure the bike lane is kept open. There will be some sidewalk paving occurring soon.
- Contractor is aware of early dismissal and late start times
- Travel to and from Montgomery Elementary School, Pioneer Elementary School and Harper Junior High will be impacted, and travel on Mace Blvd to other schools will also be impacted
In addition to this, we have also reached out to CalTrans, Waze and Google Maps to let them know of the construction work in this area so that their maps or directions, hopefully, are updated and do not create more traffic in our area. We’ve also asked the Traffic Unit of the Davis Police Department to patrol or spend more time in this area during the construction project.
The Mace Redesign Project is set to begin on September 18 and scheduled to run through mid-November 2023, barring any delays due to weather or other conditions.

The contractor will start moving equipment into place and setting up traffic control next week. More details will be provided on specific traffic impacts once the schedule is finalized.
When work does start, an accelerated construction schedule is planned with work on days, nights and weekends with no anticipated full road closures, to allow work to proceed at a faster pace while minimizing impacts to peak afternoon traffic flows.
If you are in the immediate area of the work, you will see some “no parking” barriers 72 hours ahead of project time, and you will receive door hangers 48 hours prior to the start of work.

August 30 Press Release Re: City Council Approval of Mace Redesign
Mace Redesign Set for Council Agenda on Aug. 29
The award of the Mace Blvd Redesign construction contract will be on the agenda of the City Council meeting on Tuesday, August 29 at 6:30 p.m.

McGuire & Hester is the proposed contractor. The Council will review two options - Option A and Option B (includes two-way cycle track on west side).
The City anticipates the project construction dates to be September 18-November 10. There will be an accelerated schedule in place with night and weekend work in order to get the project done as quickly as possible and in order to avoid peak afternoon commute times.
Extensive community outreach will happen before and during the project. In Option A or B, Mace Boulevard with be restored to two lanes each way, the orange barriers at Mace and Cowell will be removed, and the alley behind houses on the west side of Mace from Cowell to N. El Macero will be improved.

Final designs for the Mace Boulevard Redesign project will be presented to the City Council on Tuesday, March 21. The City Council meeting begins at 6:30 p.m., and the Mace item is scheduled for 8:50 p.m. Items may run later than scheduled due to public comments and previous items discussion. Thank you to the public and to County staff for their engagement during this process.
The agenda item has two primary options: Option A: Approving the 100% Final Plans for bidding for Mace Blvd Redesign or Option B: Approving the additional design to add an option for a two-way cycle track on the west side of the street and bid this option as an Additional Alternative to the base bid. This additional design would require an amendment to the existing order with consultant Fehr and Peers in the amount of $45,000 and will add approximately 4-6 weeks of additional time before the bidding.

January 5, 2023
City and County staff have received the first draft of the 100% plans and are providing comments
back to Fehr and Peers. The City anticipates having a second submittal by the end of this month.
After reviewing the plans, there will be a City Council agenda item in the first quarter of 2023 to accept the plans, the environmental documentation and verify budgeted funds for the project. Once Council provides approval, the City will be able to bid the project. Construction is planned to start after the DJUSD and UCD school years end in June.
September 8, 2022 - Bicycling, Transportation, and Street Safety Commission Meeting

Community members who are interested in learning more about the Mace Blvd project and the 65% design drawings are welcome to join the Bicycling Transportation and Street Safety Commission (BTSSC) meeting on September 8 at 5:30 p.m. that will be held via Zoom. August 2, 2022 - Update
Fehr and Peers (F&P) consultants have been working with City staff on the 60% design drawings for the redesign of Mace Boulevard. The updated drawings are going to be shared at the September 8 meeting of the Bicycle Transportation Street Safety Commission. Stay tuned for meeting details. This will be the main item on the agenda for the evening, and there will be time for public comment after the staff presentation. Our intent is to have the documents available for public review no later than September 1. The drawings will be posted on this project webpage.
We have included the project schedule and the City is on track to have the construction begin in early April 2023. City and County staff are also going to start meeting with F&P in September to design what the pilot project will look like for installing a temporary signal at Tremont and Mace for 30 days, followed by a 30-day waiting period and finishing with a 30-day pilot at Montgomery and Mace. The pilot project will not begin until all construction of Phase 1 improvements are complete (phase improvements are discussed below in more detail in the January 20, 2022 update).
May 27, 2022 - Mace Boulevard Design Modifications Update
City Council approved the staff recommendations for redesign at the March 15, 2022 meeting. Please see the previous update below for a link to the staff report that outlines the recommendations and the design components to be modified. Staff has been working with our consultant, Fehr and Peers (F&P), to review their final scope of work and process their task order contract. The kick-off meeting to begin design occurred this week and the first expected deliverable will be an overall project schedule. This will be shared with the public as a new update when finalized. The estimated timeline is that design will be complete in late Fall and bidding will take place in the winter for a Spring 2023 construction start. There will be community check-ins along the way during design.
March 15, 2022 - Mace Blvd. Design Modifications on the City Council Agenda
After holding the Community Meeting on January 20, 2022 and getting input from the Bicycling, Transportation and Street Safety Commission (BTSSC) on February 10, 2022, City staff is bringing the design modification concepts to City Council for the regular agenda on Tuesday, March 15, 2022.

The proposed phases remain the same as was presented at the Community and the BTSSC meetings. The staff report will go out with the other meeting material by Friday, March 11. For each intersection, there is an existing condition and a condition showing the modifications using stamped concrete. Phase 1a will include:
- Two full-width southbound traffic lanes between Cowell Blvd. and N El Macero Dr. (with a one-way, Class 4 protected bike lane and modified median) for the benefit of public safety and farm vehicles. This includes reducing the width of the median and adding some additional landscaping.
- Modifications to the striping between San Marino Ave. and N. El Macero Dr. to accommodate two northbound travel lanes along the full length of the roadway while maintaining the bike buffers.
- Modifications to the protected intersection at Cowell/Mace, including accommodation for truck-turning radii and modifications to the signal timing and operations.
- Reduction or reconfiguration of the islands at San Marino Ave. and replacement of the flashing red beacon with less obtrusive device.
- Modifications to on-street parking on the west side of Mace Blvd. south of N. El Macero Dr. to San Marino Ave. to accommodate access/wheelchairs at more regular intervals.
- Two full-width northbound traffic lanes between N El Macero Dr. and Cowell Blvd.
Phase 1b (to occur after Phase 1a is complete) will include:
- Pilot project metering traffic light simulation at Tremont Rd. and Mace Blvd. (and 30 days later at Montgomery Ave and Mace Blvd.), with details approved by and full participation in planning by city and county (including development of “decision” metrics for which of the two locations piloted will be evaluated). City will pay the costs. City and county will each independently determine whether or not to commit to a permanent project based upon factors, such as traffic improvement, impact of the signal on residents and businesses and any unintended consequences.
Phase 2 will include:
- 1.Adding two northbound travel lanes from Redbud Dr. to San Marino Ave. after determination of successful traffic light pilot and City/County agreement for permanent metering light.
- Continued consideration of additional right turn lane northbound at Cowell Blvd. in the future.
- Other project modifications not covered in the above and as described in the exhibits.
July 15, 2020 - Mace Blvd. Modifications Community Meeting

March 26, 2020 - Mace Blvd. Community Meeting - Cancelled
The Mace Blvd. community meeting scheduled for April 2 has been cancelled due to the COVID-19 pandemic. On March 18, the Yolo County Public Health Officer issued a Shelter-in-Place Order, until at least April 7, to reduce the spread of COVID-19. During the Shelter-in-Place, nonessential meetings and large group functions are not allowed. The City, Yolo County, and the design team at Fehr & Peers are actively working on this project. Design plans will be shared, and feedback will be solicited, as soon as we are able to determine the best way to do that under the Shelter-In-Place order
January 28, 2020 - Mace Blvd. Modifications Update
The City has received the scope of work from Fehr & Peers to prepare the 30% plans per City Council direction. The scope of work will include the following tasks:
- New traffic signal at Montgomery
- Two northbound vehicle lanes on Mace between N. El Macero and Cowell Blvd
- Modifying the separated bikeway concrete buffers
- Reduction or reconfiguration of the islands at Mace and San Marino and modifications to the current flashing red lights
- Modifications to the protected intersection at Mace and Cowell, including modifications to the signal timing and operations
The following alternatives will also be evaluated:
- Adding/extending the two-way bicycle lanes in both NB and SB directions on Mace
- Adding a northbound right turn pocket on Mace at Cowell
- Improving accessibility for on-street parking on the west side of Mace
- Consulting with Caltrans on potential modifications to the eastbound Caltrans slip-on ramp to accommodate additional vehicles on the ramp

October 29, 2019 - Mace Restriping
Mace Boulevard will be re-striped between San Marino Drive and El Macero Drive between 8:30 a.m. – 1:30 p.m. on Tuesday, Oct. 29. This will re-stripe the center median with double yellow lines and add a left turn lane.

October 9, 2019 - Mace Blvd. Modifications Update
City staff met with consultants from Fehr and Peers to review a variety of design options, including: changed/added signalization; lane additions; and/or the movement of lanes, paths, sidewalks and medians to improve bicycle/pedestrian access. A particular focus of the design options are to improve travel times for local motor vehicle traffic during peak congestion and do it in a way that discourages I-80 bypass traffic. City staff will also be arranging for another meeting with Cal Trans to go over options for improving I-80 traffic flow that would help discourage drivers from using Mace Blvd.
An open community meeting to go over design options with the public is scheduled for Thursday October 24, at Pioneer Elementary School (5215 Hamel St, Davis, CA 95618) starting at 6:30 p.m.
The City Council is tentatively scheduled to review design options in early December.

October 2, 2019 - Mace Blvd. Modifications Update
City staff met to discuss the technical memo from Cal Trans that showed the evaluation of multiple scenarios for reconfiguring the on-ramps onto eastbound I-80. Staff asked our consultants, Fehr and Peers, for additional modeling for signalization of the intersection of Mace/Montgomery since the Cal Trans modeling does not show there will be a significant improvement with their recommend limited changes to the I-80 on-ramps. City staff is scheduled to meet with our consultants, Fehr and Peers, next week to go over the additional modeling.

September 25, 2019 - Mace Blvd. Modifications Update
City staff received a draft technical memo on September 24, 2019, from Cal Trans that showed the evaluation of multiple scenarios for reconfiguring the ramps onto eastbound I-80. Staff is reviewing this memo and working with our consultant, Fehr and Peers, to include the information in the traffic modeling for the Mace Blvd. improvements. The memo will be finalized in the coming weeks and will be shared at a community meeting tentatively scheduled for Thursday October 24th (location to be determined).
City staff will evaluate additional corridor modeling next week that includes bicycle/pedestrian options.
September 19, 2019 - Mace Blvd. Modifications Update
City staff met with the design team on Wednesday September 18 and reviewed preliminary design options, using current vehicle count data and computer modeling, for motor vehicle use of the Mace Corridor. Several models have been done, including options for restoring lanes and right turns and using traffic signals to moderate traffic flow entering the city. The design team is now integrating options for bicycle travel along the corridor.
The City is evaluating removal of vertical curbing and possibly replacing with other lane delineators that could allow for better emergency vehicle flow. Some of this work, especially between Cowell Blvd. and El Macero Drive, may occur prior to final design selection, but any options regarding removal of vertical curb will be presented to Council before moving forward.
We are still on track to host a community meeting in October to share the traffic design options.
Mace Blvd. Modifications Update - September 10, 2019
In an effort to keep all residents informed with accurate, reliable and updated information, the City will be posting weekly messages. These messages will be shared by email, Nextdoor and posted on the City website. Included is the first weekly update.
City staff has met with senior Caltrans staff regarding the freeway on-ramp meter timing. Caltrans agreed to model changed timing as well as modeling reconfiguring lanes to allow for greater vehicle capacity. They did not provide a timeline for completing their modeling. A follow-up meeting involving additional city and county staff, along with elected officials, is being scheduled.
The City’s design firm has been working on options for the Mace Corridor. Below are some of the options they are modeling using current traffic count data.
1. Restore travel lanes and/or turns to prior conditions.
- Construct second northbound lane between San Marino Drive and Cowell Boulevard
- Construct second southbound lane between Cowell Boulevard and North El Macero Drive. Two-to-one lane drop would occur south of North El Macero Drive
2. Implement strategies to separate local vs. freeway-bound traffic on northbound Mace Boulevard
- Construct second northbound lane between North El Macero Drive and Cowell Boulevard. Install signage/markings to indicate local access for #1 lane and freeway access for #2 lane.
- Install physical barrier/solid striping between northbound #2 and #3 lane between Chiles Road and I-80 on-ramp (to discourage last-minute weaving and lane/intersection blockages)
- Install signage/markings to indicate local access for #1 left-turn lane and freeway access for #2 left-turn lane at the eastbound approach of the Mace Boulevard/Chiles Road intersection.
3. Install additional traffic control devices to better manage the progression of northbound traffic on Mace Boulevard
- Evaluate the installation of traffic signals at one or more of the following intersections on Mace Boulevard:
- North El Macero Drive
- San Marino Drive
- Montgomery Avenue
- Evaluate optimal signal timing plan(s) (e.g., during peak times, operate with timing plan that meters northbound traffic entering Mace Boulevard corridor based on I-80 ramp meter flow rate; during off-peak times, operate in flashing red).
- Collaborate with Yolo and Solano Counties to identify similar traffic signal applications upstream on Country Road 104 and/or Tremont Road.
In addition to design modeling, the City is evaluating options to:
- Remove or replace vertical curbing with other sorts of lane delineators that would allow for better emergency vehicle flow. Some of this work, especially between Cowell Blvd. and El Macero Drive, may occur prior to final design selection.
- Better meter vehicles entering the city limits from south of Montgomery.
We anticipate modeling to be complete in the next month or two. A community meeting will be scheduled when the models are available for viewing. Those models will be used by the city council to approve final designs.

August 1, 2019 - Mace Blvd. Modifications Update
Construction Activity
On July 30, the Davis City Council approved a request to remove the concrete islands at the intersection of Mace Blvd. and Cowell Blvd. This will increase the corner-turn radii and improve vehicle traffic flow. This work will require moving one of the pedestrian/bicycle push button stations and installing temporary traffic barriers for pedestrian safety. The contractor is scheduled to begin this work on Tuesday, August 6 and be completed by August 28, the first day of the school year. Staff will work with the contractor to finish earlier if possible by extending work hours where it will not impact peak travel periods in the corridor.
Work is currently being conducted on traffic modeling of the redesign options discussed at the July 10 meeting. Once the results are available, we will schedule a community meeting to share the results.
The Davis Police Department will continue to have Officers onsite Friday afternoons monitoring traffic.
In addition, the Police Department has met with Caltrans to discuss ways to ease congestion in the area. Caltrans will be conducting traffic modeling and will share the results with the City.
July 31, 2019 - Legal Action and Waze
In recent years, navigation apps like Waze have provided drivers with driving directions based on real-time traffic updates and alternative routes to traditional arteries in an effort to avoid congested roadways. Some City residents have expressed concern that navigation apps like Waze are diverting I-80 traffic onto surface streets and resulting in commuters overburdening and creating congestion impacts on surface streets in the City at the expense of residents. Some residents have asked the City to explore legal action against Waze or consider limiting road use to local residents only and closing the roads to commuters.
Under the Vehicle Code, the City has no authority over vehicular traffic control except as expressly provided and the statutory authority to prescribe traffic rules has been strictly construed. In interpreting the Vehicle Code, California courts have consistently recognized the State’s policy that the streets of a city belong to the people of the state, and the use thereof is an inalienable right of every citizen and that all persons have an equal right to use them for purposes of travel. Thus, the City may not restrict the right to travel upon its streets to residents or to other exempted drivers and exclude all other drivers, such as non-resident commuters.
Further, navigation apps are providing users with data, and it is not the apps but the drivers that are deciding to take alternative roadways to avoid congestion on traditional arteries. As a result, the City has not identified legal grounds to form a basis to sue navigation apps like Waze for their role in directing traffic onto roads in the City previously used less by commuters.
The City will continue to monitor traffic patterns in the City, engage with Waze, and will consider mitigation practices where possible to decrease traffic burdens on these streets.

Reworking Islands at Cowell and Mace
The City received a cost estimate to remove the islands at Mace Blvd. and Cowell Blvd. to increase the corner- turn radii and to modify the crosswalks to improve vehicle traffic flow. The cost estimate was much higher than anticipated, and the City is working with the contractor to reduce the cost. If we are unable to reach an agreement, the City will have to go out for other quotes.
Mace Redesign
The City reached out to the region’s best traffic design/planning firms to help develop design proposals to improve traffic flow and safety along the Mace corridor. All design options were on the table for them to consider (e.g., dedicated right turn lanes, increasing traffic lanes, removal of concrete, relocation of roadway elements). The collaborative design meeting involving the following consultants was held on June 19.

The following information captures a brief history of the project and the items that came out of the design meeting. The general concepts and possible solutions are now being put into a scope of work for the consultants to evaluate and present design options for City Council consideration. We anticipate the first draft of these solutions and designs, which will be made public, to be available in early fall.
Original Design Intent
The original design intent for Mace was to improve the safety of the corridor for bicycle and pedestrian use. The enhanced safety measures were designed to increase bicycle trips and pedestrian use of the corridor, specifically supporting Safe Routes to Schools. The other design intent was full rehabilitation of the pavement from Redbud to just north of Cowell.
User Group Feedback
Some of the feedback regarding the current configuration includes:
- There is reduced roadway/vehicle capacity since there are now only two vehicle lanes (one north and one south) instead of four (two north and two south) on Mace and congestion has increased.
- The removal of channelized “free right” turns on Cowell has reduced traffic flow through the corridor and increased the time vehicles must wait to make right turn from northbound Mace to eastbound Cowell.
- According to some neighborhood residents, the Mace/Cowell intersection bulb-outs and pedestrian/bike path areas are too large and make paths of travel confusing.
- Crosswalks are too wide and set too far back from the intersection corners causing motorists to avoid making right turns on red, which are allowed.
- There is difficulty exiting San Marino onto Mace (this concern was alleviated with the addition of the three-way stop signs; however, there are new complaints regarding the size and number of flashing red lights at the intersection).
- Northbound bicycle trips originating from the west side of Mace and ending on the west side of Mace require crossing Mace twice on one leg of the trip. The same is true for southbound trips originating from the east side of Mace and ending on the east side of Mace.
- There were already preexisting complaints from the agriculture users since Mace is the primary stretch from South Davis to I-80, and the reduced width has increased the number of complaints.
- GPS navigation systems are directing traffic from the freeway to Mace causing even more traffic for local users Some of the biking community have said that the protected bike lanes feel much safer, and they are biking in the area more because of it.
General Concepts Moving Forward
- Maintain the original design intent; however, better balance the overall competing user groups’ needs: vehicles, bikes, agriculture, and pedestrians.
- Engage in discussions with Caltrans to determine whether on-ramp modifications are feasible.
- Reduce the concrete islands at intersections and along the corridor.
- Determine whether metering at Montgomery during peak hours would reduce traffic along the corridor, and reduce the number of vehicles being directed there by GPS navigation devices.
- Modifications should be iterative; the City should implement one modification and observe how it affects the corridor before implementing another.
Solutions and Next Steps
The following solutions came out of the group discussion and will be used with the recent traffic counts and traffic modeling to evaluate the best overall design options and recommendations for City Council approval.
- Restore second northbound Mace traffic lane. The two lanes will start at San Marino and continue to Cowell.
- Restore second southbound Mace traffic lane.
- Adding second left turn lane for northbound Mace to westbound Cowell.
- Determine how far south the left turn pocket should extend.
- This may require removal of some trees.
- Determine how far south the left turn pocket should extend.
- Create a dedicated right turn lane for northbound Mace to eastbound Cowell.
- Determine whether the shared-use path can create a wider bike lane on the west side of Mace so two-way bicycle traffic can continue from San Marino to Cowell.
- Note - this would require reconstructing & widening the existing Class IV bike lane on the west side. This may impact on-street parking.
- Widen the shared-use path on the east side of Mace to support two-way bike traffic.
- Note – this will require a discussion with Yolo County.
- Meter northbound Mace traffic at Montgomery during peak times.
- Note – there is a potential that frustrated drivers will not comply with a signal that arbitrarily forces them to wait at a low-volume, three-way intersection with no visual justification for holding them up.

- The City is moving forward with plans to modify the concrete medians at the Mace/Cowell intersection to better accommodate vehicle turning movements. In order to allow for further future modifications, the contractor will also add temporary water filled barriers in place of raised curbs. This will separate the traffic lanes from bike/pedestrian crossings. Residents will be notified when construction is ready to begin.
- Pursuant to City Council direction, staff has been working with outside street design firms to design corridor modifications. City staff will be presenting design concepts at a community meeting on July 10. Staff will then present the design options to the City Council for consideration and feedback. The design experts can then move forward with analyzing traffic counts and modeling actual traffic flows for a final design.

On May 14, the Davis City Council unanimously voted to authorize installation of a multi-way stop at the intersection of Mace Boulevard and San Marino Drive. This work will entail moving the stop limit line on San Marino out closer to Mace Boulevard and placing a new stop sign and stop limit line. The existing stop on San Marino will be converted to a Yield and stop signs will be placed on the bicycle track in both the north and southbound directions. Stop signs will also be placed in the north and southbound directions on Mace Boulevard at San Marino. Stop ahead signs will be placed in the north and southbound directions for awareness of the new stop signs. To add additional safety to the intersection, the “Hawk” signal will be placed in permanent flashing red. This work will be installed as soon as the weather pattern clears, likely the week of May 20.
City staff has been evaluating turn radii options for the Mace Blvd. & Cowell Blvd. intersection to better accommodate vehicle-turning movements. The city will be modifying raised medians that inhibit right-turn movements. This work will be started after school breaks for summer.
City staff are working with several transportation design firms to develop concepts to facilitate City Council direction including number of lanes, intersection turn movements, landscaping, safety features for bicyclists and pedestrians, and wheelchair-accessible paths of travel. These concepts will be shared at a community meeting. The goal is to have the community meeting in July.
Due to unforeseen weather conditions, the vehicle and bicycle traffic counts will now occur May 29-31.

On April 23, after receiving public comment and engaging in considerable discussion, the Davis City Council voted to authorize use of unallocated funds from the Mace Blvd. project to make design modifications to the corridor to better accommodate joint use of the roadway for vehicles, bicyclists and pedestrians, and to alleviate immediate concerns with the current design. The City Council also directed staff to hire outside street design firms to design those modifications for council consideration.
Staff is currently identifying design firms and they will begin work as soon as possible. The design effort will include, but is not limited to, evaluating conversion of the one-lane roads back to two-lanes in both north and south directions on Mace and options for right-hand turn movements.
In the interim, staff was directed to add a 3-way stop at San Marino Dr. & Mace Blvd. and adjust the turning radii at Mace Blvd. & Cowell Blvd. to better accommodate vehicle-turning movements. Vehicle and bicycle traffic counts will take place May 15-17.
Staff has prepared a City Council Resolution to legally allow additional stop signs at San Marino Dr. & Mace Blvd. The Resolution will be on the May 14 City Council consent agenda and the stop signs will be placed at the intersection immediately following the passage of the Resolution. The existing light at this intersection will also be adjusted to continuously flash red. Staff is also working on getting a contractor to adjust the turn radii at Mace Blvd. & Cowell Blvd. The goal is to have the work done as soon as a contractor is available. Importantly, further modifications can be made to both these locations should the design firms recommend further adjustments.
As a reminder, we will not hold our originally scheduled update meeting at Davis Fire Station 33 on May 15, as the design team will not have a formal proposal by that time. A meeting will be scheduled once designs are prepared, and before any formal City Council approval of the design options.

April 29, 2019 - City Council Direction on Mace Blvd. Modifications
On April 23, the City Council voted to spend unallocated funds from the Mace Boulevard project on design modifications. The City will establish a street design team, including an outside consultant and city staff, to advise on design revisions for the Mace Corridor to better accommodate vehicles, bicyclists and pedestrians.
In the short term, the City will make the following interim changes:
- Add a 3-way stop at the intersection of San Marino and Mace Blvd
- Adjust curbs to improve turning radius at Mace & Cowell intersection.
These first steps will occur soon. Future measures will include evaluating conversion of the one-lane roads back to two-lanes in both north and south directions on Mace and options for right-hand turn movements.
The City will continue to communicate progress and construction dates with residents via email and social media. To focus on proceeding with these revisions, we will not hold our originally scheduled update meeting on May 15.

Staff is also working on getting a contractor to adjust the turn radii at Mace Blvd. & Cowell Blvd. The goal is to have the work done as soon as a contractor is available. Importantly, further modifications can be made to both these locations should the design firms recommend further adjustments.
As a reminder, we will not hold our originally scheduled update meeting at Davis Fire Station 33 on May 15, as the design team will not have a formal proposal by that time. A meeting will be scheduled once designs are prepared, and before any formal City Council approval of the design options.

April 29, 2019 - City Council Direction on Mace Blvd. Modifications
On April 23, the City Council voted to spend unallocated funds from the Mace Boulevard project on design modifications. The City will establish a street design team, including an outside consultant and city staff, to advise on design revisions for the Mace Corridor to better accommodate vehicles, bicyclists and pedestrians.
In the short term, the City will make the following interim changes:
- Add a 3-way stop at the intersection of San Marino and Mace Blvd
- Adjust curbs to improve turning radius at Mace & Cowell intersection.
These first steps will occur soon. Future measures will include evaluating conversion of the one-lane roads back to two-lanes in both north and south directions on Mace and options for right-hand turn movements.
The City will continue to communicate progress and construction dates with residents via email and social media. To focus on proceeding with these revisions, we will not hold our originally scheduled update meeting on May 15.

The scope of this project is to resurface Mace Boulevard, from Cowell to Redbud and enhance the movement of non‐motorized transportation along the corridor and between the neighborhoods east and west of Mace Blvd, particularly increasing levels of bicycling to Pioneer Elementary School. The Project Scope includes resurfacing and restriping the entire corridor, reconstructing where needed, improving Mace/Cowell intersection for bicycles and pedestrians (e.g. remove free right turns/extend pedestrian refuge islands, installing bike boxes), installing two‐way protected, buffered cycle track on the east side, reconfiguring lanes from four to two plus turn lanes, installing a buffered bike lane on west side, and installing a HAWK signal control at San Marino.

Project Benefits
This project, besides the pavement restoration, was developed to increase pedestrian and bicycle safety and to encourage walking and bicycling in the corridor. This is especially important for school age children. This includes enhanced pedestrian crossings which shorten the crossing distances across Mace Boulevard and the side streets. In addition a pedestrian and bicycle HAWK signal was installed near San Marino to stop vehicles and allow for the crossing of Mace Boulevard. Concrete barrier islands were added to the bike lanes as protection to bicyclists as the raised plastic delineators only provide a visual queue to protect bicyclists, however they do not provide a solid structure to keep motor vehicles from entering the bike lane.
Other features of the intersections, such as the protection islands, were designed with the intent to slow vehicles as they turn corners and to allow for pedestrians to safely wait to cross the intersection. The raised curbs and narrowing of the street were intended to provide a traffic calming effect which further promotes walking and bicycling.
For reference, the pavement condition index for this section of Mace was 66 out of 100 in 2016. The recent pavement survey shows 95 because of the recent full depth reconstruction (FDR). The PCI should go up to 100 with the final overlay that recently took place (but after the survey).

Contract Phase
- Grant application to the Sacramento Council of Governments (SACOG) was August 5, 2013. The grant was approved by SACOG in December 2018.

- Bids were opened on November 16, 2017, the City Council awarded the project on December 5, 2017, and the City issued the Notice to Proceed for May 14, 2018. However the Contractor took several weeks to work out the phasing of the road rehabilitation.
