Call the City First
Sewer Backups: If a resident is experiencing a sewer backup, it is requested that the resident contact the City of Davis Public Works - Utilities and Operations Department by phone at (530) 757-5686 between the hours of 7:00 a.m. and 3:30 p.m. or by the City’s Police Department non-emergency line after hours at (530) 747-5400. This will allow City staff to assess the situation as soon as possible, and to correct the problem - if it is in the sections of the pipe system maintained by the City - at no cost to the resident.

Water Pooling/Spilling Out of Water Meter Box: If you see water pooling in or spilling out of your water meter box, please contact Public Works Utilities and Operations before taking further action so that a meter investigation can be conducted.
The Public Works Utilities & Operations Department
PWUO performs administrative, technical, operational and maintenance activities to ensure that City-owned equipment, facilities, assets, infrastructure, contracted solid waste handling, and environmental programs are managed in a manner consistent with Council approved policies and adopted goals.
The department is divided into divisions for each area of focus. These areas of focus include:
- Administration: Policy administration and management of the overall operation of the department, including financial and budget management, human resources coordination, information systems management, purchasing and disposal of surplus materials
- Operations, maintenance and repair of the City’s:
- Streets and roads, as well as signs, street lights and signals,
- Water Utility, including water production, the water distribution system, and programs
- Wastewater Utility, including the wastewater collections and treatment plant,
- Stormwater Utility, including the stormwater collection and disposal system
- Urban Forestry: maintenance (planting, pruning, young tree maintenance, and tree and stump removals) and planning (the review of tree modification permits, tree removal requests, outreach to the community on the care and importance of trees, etc.) efforts for the City's urban forest.
- Urban Wildlife: wildlife and habitat conservation, planning and management
- Solid Waste Utility: contract administration for garbage, yard refuse, recycling and street sweeping services; solid waste program management and outreach to the community, etc.
- Provide centralized purchasing and receiving to meet the needs of city departments, and storage of inventoried materials and supplies used by all departments
- Environmental Regulatory Compliance through planning, inspection, enforcement and public outreach for:
- Drinking water quality and water conservation/water use efficiency
- Wastewater quality and pretreatment
- Stormwater quality
- Integrated pest management
- Communication: Provide public outreach, education and communication for department operations
- Fleet: Manage and maintain the City’s centralized vehicle and equipment fleet and the fuel facility
- Facilities: Maintain all City building facilities
- Provide staff support to related commissions
