Rain is in the forecast! A reminder to turn off sprinklers in preparation for the storm and for 48 hours after a rain event. Running sprinklers during the rain not only wastes water, it also increases the amount of water flowing into the City’s storm drain system.

The City of Davis has adopted Tier 1 of the California Green Building Standards Code (CALGreen), which encompasses a number of measures intended to conserve resources and reduce greenhouse gas emissions. Through CalGreen, the City requires applicable projects to divert 100% of all land-clearing debris and 65% of all other construction and demolition (C&D) debris. C&D project debris includes metal, brick, concrete, asphalt, pipe, gypsum, wallboard, lumber, excavated soil, trees, stumps, rocks and vegetation. C&D diversion reports and weight receipts must be submitted for ALL construction and demolition projects, including those that use Recology Davis to haul their debris.
What projects fall under the the CalGreen diversion requirements?
Residential and commercial projects that are required to follow the CalGreen diversion requirements include:
- All new construction projects
- All demolition projects
- All additions and alterations.
Applicable projects must:
- Divert 100% of all land-clearing debris (dirt, rock, tree remains, and other plant materials) from the landfill through recycling, composting, or reuse
- Divert 65% of all other C&D debris from the landfill through recycling, composting, or reuse
- Submit a C&D Diversion Plan to the City showing how the project will meet diversion requirements.
All applicable projects are required to submit a Construction & Demolition Diversion Plan (C&D Diversion Plan). If it is determined that the C&D Diversion Plan is incomplete it will be returned to the applicant. The applicant will be required to submit additional information before a building or demolition permit is issued. A single plan may be used for multiple building permits where construction activities are occurring concurrently by the same applicant. Separate C&D Diversion Plans must be submitted for each batch of building permits requested. Separate calculations, plans and reports are required for the construction portion and demolition portion of projects.
All applicable projects are required to submit a a Construction & Demolition Diversion Report (C&D Debris Diversion Report). At the conclusion of a project and BEFORE a final inspection is scheduled with the City Building Division, a C&D Debris Diversion Report must be submitted to the City along with all of the weight receipts, pictures of donated items and other proofs to show that the C&D debris from the project were recycled or reused and not landfilled. The form and receipts must show how much of each type of debris the project generated, who hauled it, where it went, and if it was recycled. Does the City have a Construction and Demolition Debris Ordinance?
Yes. The City's Construction and Demolition (C&D) ordinance requires all applicable construction, renovation and demolition projects to divert C&D waste from the landfill through recycling, reuse and/or waste reduction. C&D waste material include metal, glass, brick, concrete, asphalt, pipe, gypsum, wallboard, lumber, rocks, soil, trees, etc.
Are there any exemptions from the C&D diversion requirement?
There are specific exemptions from the C&D ordinance for construction and demolition work that is done in conjunction with an emergency or a building/structure deemed substandard by the California Building Code through the Chief Building Official. Exemptions are also allowed for projects contaminated by hazardous substances or waste (as defined by state or federal law).

Using the weight receipts and material weight estimates, add up the total weight of job site waste that was reused, recycled, or disposed and enter the weights on the C&D Diversion Report Form. Include the estimated weights for materials without weight receipts. For C&D debris that are sent to a landfill or transfer station as Mixed C&D Debris—only a percentage of the materials are recycled--see the facility information above.
