The City of Davis has adopted Tier 1 of the California Green Building Standards Code (CALGreen), which encompasses a number of measures intended to conserve resources and reduce greenhouse gas emissions. Through CalGreen, the City requires applicable projects to divert 100% of all land-clearing debris and 65% of all other construction and demolition (C&D) debris.  C&D project debris includes metal, brick, concrete, asphalt, pipe, gypsum, wallboard, lumber, excavated soil, trees, stumps, rocks and vegetation. What projects fall under the the CalGreen diversion requirements?

Residential and commercial projects that are required to follow the CalGreen diversion requirements include:

  • All new construction projects
  • All demolition projects
  • All additions and alterations.

Applicable projects must:

  • Divert 100% of all land-clearing debris (dirt, rock, tree remains, and other plant materials) from the landfill through recycling, composting, or reuse
  • Divert 65% of all other C&D debris from the landfill through recycling, composting, or reuse
  • Submit a C&D Diversion Plan to the City showing how the project will meet diversion requirements.

c-and-d-material-concreteAll applicable projects are required to submit a Construction & Demolition Diversion Plan (C&D Diversion Plan). If it is determined that the C&D Diversion Plan is incomplete it will be returned to the applicant. The applicant will be required to submit additional information before a building or demolition permit is issued. A single plan may be used for multiple building permits where construction activities are occurring concurrently by the same applicant. Separate C&D Diversion Plans must be submitted for each batch of building permits requested. Separate calculations, plans and reports are required for the construction portion and demolition portion of projects.

All applicable projects are required to submit a a Construction & Demolition Diversion Report (C&D Debris Diversion Report). At the conclusion of a project and BEFORE a final inspection is scheduled with the City Building Division, a C&D Debris Diversion Report must be submitted to the City along with all of the weight receipts, pictures of donated items and other proofs to show that the C&D debris from the project were recycled or reused and not landfilled. The form and receipts must show how much of each type of debris the project generated, who hauled it, where it went, and if it was recycled. Does the City have a Construction and Demolition Debris Ordinance?

Yes. The City's Construction and Demolition (C&D) ordinance requires all applicable construction, renovation and demolition projects to divert C&D waste from the landfill through recycling, reuse and/or waste reduction. C&D waste material include metal, glass, brick, concrete, asphalt, pipe, gypsum, wallboard, lumber, rocks, soil, trees, etc.

Are there any exemptions from the C&D diversion requirement?

There are specific exemptions from the C&D ordinance for construction and demolition work that is done in conjunction with an emergency or a building/structure deemed substandard by the California Building Code through the Chief Building Official. Exemptions are also allowed for projects contaminated by hazardous substances or waste (as defined by state or federal law).

   STEP 1: Fill out the C&D Debris Diversion Plan

   STEP 2: Recycle/Reuse C&D debris generated from the project 

  • Save the weight receipts from Recology Davis, landfill, transfer station, or recycling center
  • Estimate the weights of materials that were reused, recycled or disposed of at a facility that does not give weight receipts.
  • Take pictures of items that were donated or reused.
  

   There are several ways to meet the diversion requirements:

 
 
  

  Option 1: Construction and Demolition (C&D) Debris Sorting Facilities

These facilities will take mixed C&D debris (wood, drywall, etc.), sort it and guarantee a specified recycling rate. Taking C&D debris to the sorting facility may be the easiest way for self-haulers to meet diversion requirements. Before taking your project debris to these facilities, check ahead to make sure that the waste you are taking is acceptable and avoid having your load rejected for recycling. 

Please note—only a PERCENTAGE of the materials are recycled--typically 65-75%--contact the facility  for details.

Click here for a list of items accepted as mixed C&D debris at the Yolo landfill C&D sorting facility. The Yolo County Central Landfill also accepts reusable building materials for free. All donations are subject to inspection and may be rejected for donation. Example of acceptable items include: Lumber (Clean Wood 2”x4”s and 4”x4”s), Doors and Screens, Windows (Double Paned, Vinyl), Flooring (including tile and hardwood), Lighting Fixtures, Lamps and Fans Bricks and Pavers (no dirt, no sod, no rocks or soil), Cabinetry and Countertops (doors/drawers must be in tact), Tools, and Hardware (including plumbing fixtures). The landfill may refuse any donation at their discretion. Bring reusable items to the scale house at the landfill during normal operating hours.   Option 2: Separating Materials by Type

Materials can also be sorted out by type and recycled or reused to get diversion credit. Below is a listing of some common materials and how to re-use or recycle them:

  • asphalt/tile/concrete: asphalt, ceramic tiles and clean concrete in blocks 2' x 2' x 8" or smaller can be recycled at the Yolo County Central Landfill for a reduced fee. Local rock yards may accept them for recycling as well.
  • bricks: can often be sold to masonry companies for reuse; look in the Yellow Pages under “brick” and “concrete.”
  • cardboard: Recycle at Recology Davis.
  • sawdust: can be used for compost.
  • scrap metal/fixtures: if they are reusable, try to give them away or sell them by calling scrap metal dealers; look in the Yellow Pages under “scrap metals.” Recycle scrap metal at Recology Davis.
  • window glass: this type of glass is different from glass in bottles and jars and is not easily recycled. If intact, window glass may be taken to a salvage yard for re-use.
  • wood/lumber/pallets: can be recycled at the Yolo County Central Landfill 

   Option 3: Reuse Options for C&D Debris

  • Unwanted construction materials can be listed in the “free section” of the Davis Enterprise. Another free listing is CALMAX (California Materials Exchange). This service helps businesses find markets for materials they have traditionally discarded. Call CALMAX at 1-877-520-9703 or visit the CALMAX webpage.
  • Online posting (Sacramento.Craigslist.org, FreeCycle.org, etc.)

   STEP 3: Fill out the C&D Report Form  

Using the weight receipts and material weight estimates, add up the total weight of job site waste that was reused, recycled, or disposed and enter the weights on the C&D Diversion Report Form. Include the estimated weights for materials without weight receipts. 

For C&D debris that are sent to a landfill or transfer station as Mixed C&D Debris—only a percentage of the materials are recycled--see the facility information above.

Calculate the Project Waste Diversion Rate:

  • Add the total weight of reused and recycled job site waste to get the Diversion.
  • Add the Diversion to the total weight of job site waste that was disposed to get the total Generation.
  • Divide the Diversion by Generation to get the Project Diversion Rate

   STEP 4: Submit the C&D Report Form

 There are several ways to submit a C&D Report Form:

  • Bring the completed report form and receipts to the City Hall Building Division front counter (23 Russell Blvd.). Staff will scan the paperwork and will send them to the appropriate staff for review and approval.
  • Scan your report form and receipts OR take a picture of them and email them to amorrill@cityofdavis.org.

City staff will review C&D report forms and receipts and will determine if your project has complied with the diversion requirement, as follows:

  1. Full Compliance: The project has met the diversion requirement.
  2. Good Faith Effort to Comply: The project did not meet the diversion requirement, but the applicant has made a good faith effort to comply.
  3. Non-Compliance: The project did not meet the diversion requirement and the applicant has not made a good faith effort to comply. A $1,000 penalty for non-compliance may be assessed.

Note: The Building Division will not final your building permit until AFTER your C&D report has been approved.

   STEP 5: Schedule the final inspection with the Building Division

Once staff reviews and approves your C&D report form, you can contact the Building Division to schedule your final inspection. The Building Division will not final your building permit until AFTER your C&D report has been approved.
